Chapter 3 How to use this document
Note: This is a strategic plan, organized by " emergency functions." The " Basic
Plan" section provides a general overview and summary of the purpose,
responsibilities, and operational concepts. The schedules of ESFs are
functions that may be activated and perfonned during emergencies and
disasters. While the concept of operations should always remain the
same, the functions activated will be dependent on the emergency /
disaster type and scope. Each ESF format follows, for ease of use, the
state / county format.
1. Read the Basic Plan. Take note of your department'~ / agencies' general
responsibilities contained within the Basic Plan.
2. Look at the " Primary/ Support Matrix" appended to the Basic Plan, Chapter
10. Find the name of your agency / organization. Note which ESF(s) your.
department / agency appears in. . Within each ESF that your agency is a
part of, you will find additional specific responsibilities.
3. Your department / agency must develop and maintain "Policies, Guidelines,
Instructions ( PGIs)" in such detail as necessary that will result in
successful activatiQn and completion of your responsibilities as stated.
Refer to Chapter 7 of the Basic Plan for additional information and
guidance.
Helpful Hint: Make a list of your general responsibilities ( found in
Chapter 7 of the Basic Plan) and specific responsibilities ( found in each
ESF that your department / agency is involved with). This
responsibilities listing is the basis for intemal, tactical PGIs and
persomlel action guides.
4. Each ESF contains a " cover page summary." This summary lists the
departments / agencies / organizations providing primary and secondary
support to this function. The c~unty, state, and federal agencies, which
would provide additional assistance, if requested, are also shown.
