drainage pipe runs within the vacated alley and from Carson to Eglin in a 20- foot easement, centered on the south lines of Lots 8 and 22. Elevation of these pipes must be field verified to make sure they do not conflict with any proposed site construction (service lines, retention facilities, etc). 5. Need to determine an acceptable dumpster site, where the sanitation truck can maneuver and there are no overhead lines at the pickup point. Call Joe Menda, Sanitation Supervisor, at 833- 9654, to discuss access. 6. The driveway connection on Carson should have a minimum radius of 20' with no encroachment of the extended side property line. Consider a DOT standard flare design. 7. A Stormwater Management Plan will be required for the area of development (mostly Lot 8 as described at our meeting) with no adverse impact to the adjacent properties. Additional elevations on the adjacent properties may be necessary to make this determination. 8. Water and sewer tap and Impact fees will apply to this development. An engineer or architect must complete an ERC determination form in order for the City to provide the amount of the Impact fees. Upon review of the latest plan submitted, the Engineering Division has the following additional comments: 1. Water can be provided as requested, however, the meter must be located out of the retention area. 2. Sewer service can be provided as requested and shown on the plan. If the existing tap is found to be accessible and in good condition, it must be used for service connection; a new tap will not be provided. 3. The existing sewer line In the vacated alley is not ductile iron as shown on the plan, it Is terra cotta, as noted above, and will have to be replaced with PVC since the retention area is over the pipe. This condition is stated In the previous comments above. 4. There is already a drainage pipe that runs to the North in the vacated alley from the inlet on the south side of the development, as stated in the previous comments above. Location and elevation of this pipe must be field verified and will have an effect on the proposed stormwater facilities. 5. The dumpster site shown on the plan cannot be accessed by the sanitation truck. The dumpster site shall be discussed with and approved by Joe Menda, Sanitation Supervisor, 833-9654. 6. As stated above an ERC determination form must be completed and submitted to the Engineering office in order to determine water and sewer impact fees. 7. Notice must be filed with FDEP for the stormwater management plan prior to the City' s approval for a building permit. 8. Water and sewer connection fees will be determined when the final site and utility plan has been submitted and approved. 279 9/ 27/ 05 SITE PLAN APPROV AL- CSM ( CONTI 2) Prior to granting a Certificate of Occupancy: a. SITE PLAN APPROV AL- WHITROCK COMMERCIAL BUILDING Consideration of a request by applicant Keith Rockman for the Whitrock Commercial Building, for site plan approval of a 6, 000 square foot, single story commercial building located at 113 Tupelo Avenue SE. The City Attorney announced a quasi-judicial proceeding and swore in individuals who planned to testify . Keith Rockman, owner, was available to answer questions from Council. When questioned by Council, Mr. Rockman explained the events that had happened at the July CRA meeting regarding his not project beingheard. The City Attorney clarified that upon her review of the application, she deemed it incomplete in accordance with the Code and pulled it off the agenda at that time. Mr. Rockman asked for clarification on one of Staff' s recommendation regarding landscaping requirements along Tupelo Avenue SE, but otherwise had no objection to the recommendation. Ms. Fowler explained the City requires a landscape perimeter of ten feet between the parking area and property line, but because this is a redevelopment area, a 5-foot perimeter is allowed if Council approves the waiver, which is a part of Staff's recommendations. Mr. Rockman stated he understood the condition and had no objection. The Staff Report was submitted and accepted into the record, and Staff had no other comments. Mr. Tucker moved to approve the site plan for the Whitrock Commercial Building, located at 113 Tupelo Avenue SE, subject to the following conditions: Note: This recommendation is based upon the application and site plan developed by Ingram Engineering, Inc. (project 05- 05, dated 2/20/ 05, revised 6/ 23/ 05 and 8/ 31/ 05) and the architectural drawings and elevations developed by Garrett Lee Sowell Precision Design and Building Services ( no project number, dated 5/ 4/ 05. 1) Prior to issuance of a building permit: a. In order to meet the perimeter landscaping requirements along Tupelo Avenue SE, the applicant must be granted City Council approval pursuant to Section 20- 1838 of the LDC that allows for a reduction of the 10' perimeter area to a 5' perimeter area, as long as there is at least ten feet between the property line and the street, which is applicable in this case. The location of the plantings needs to be approved through review of the required landscape and irrigation plan and a right-of-way maintenance agreement must be executed between the applicant and the City. r- 280 9/ 27/ 05 SITE PLAN APPROV AL- WHITROCK COMMERCIAL BUILDING ( CONTI b.
