REGULAR AGENDA- BOARD/ COMMITTEE UPDATE
Board/ Committee Update: Historic Sites Board.
Tim Mistovich, Chairman of the Historic Sites and Advisory Board, updated Council on the Board' s
activities during the past year, emphasizing their efforts on the creation of an Archaeological and
Preservation Ordinance they hope to present to Council in the near future.
Discussion included the possibility of a contest to identify the oldest trees in the City and designate
them part of historic preservation. The City Manager advised some communities have " heritag4
trees" that are protected by a tree ordinance, and that could be something for the Beautification{
CommitteefTree Board to look into, if the idea is pursued. '
EGLIN PARKWAY LIGHTING FEASIBILITY STUDY
Consideration of a request to approve the Eglin Parkway Lighting Feasibility Study and to
authorize the City Manager to negotiate with Schmidt Dell Associates, Inc., to proceed with Phase
11- Construction Documents for this plan, at a cost not to exceed $ 80, 000. 00.
Peggy Fowler, Planner II, introduced Mr. H. Lynn Dell of Schmidt Dell Associates Inc., who
presented a brief overview of the project to light both sides of Eglin Parkway between Hughes
Street and Fourth Street/Perry Avenue. The project was a continuation of the redevelopment of
Uptown Station on Eglin Parkway, which established the underground utilities and the installation
of decorative pavers and lighting fixtures.
Mr. Dell advised the project is twofold: 1) To provide architectural lighting on the section of Eglin
Parkway between Hughes Street and Fourth and Perry, and 2) Have underground utilities in that
area. Mr. Dell was available to answer questions that Council might have.
Dr. Pullen expressed his thoughts that the issue be tabled to determine if there is a more feasible
location for underground utilities, particularly since the area has been hit by numerous hurricanes.
Dr. Pullen also stated the Municipal Planning Board has been addressing the issue of
underground utilities and should be given the opportunity to consider an alternate location.
Dr. Pullen moved to table the issue for a period of 30 days to allow Staff and the Municipal
Planning Board to ask Gulf Power to look at the most feasible location for underground utilities in
the case of a hurricane. Mr. Patterson seconded motion.

EGLIN PARKWAY LIGHTING STUDY ( CONTI
The City Manager clarified this particular location was chosen as a continuation of the idea that
began with Uptown Station, that CRA funds are being used for the project, and Staff was directed
by Council not to concentrate all efforts in the downtown area, and that Council endorsed the
idea. The City Manager further advised it takes many months to
get an estimate from Gulf Power
on the cost of underground utilities, and the
City will be charged to get an estimate if they return to
Gulf Power for the information. She stated that the process would be
lengthened as RFP' s would
have to be resent if another location is studied.
Council questioned where the nearest substation is to
thG proposed underground utilities. Mr. Dell
advised Gulf Power has two existing major feeds on Eglin Parkway. He
emphasized the purpose
of the study was not hurricane prevention; rather, to enhance the appearance of the area
placing
the utilities underground. Upon questioning from Council, Mr. Dell stated he would
pose the
question to Gulf Power as to how long it would take for power to get to the underground lines, and
report back to Council, keeping in mind that it took months for them to respond to the cost study
and they are extremely busy at this time.
Council questioned why the emphasis was placed on underground utilities for
Eglin Parkway while
citizens expressed a desire for underground utilities in the neighborhoods.
The City Manager explained that a customer satisfaction survey was done two
years ago and
residents did say they were interested in underground utilities and they would be
willing to pay for
it, although no specific location was given. She reiterated the reason was chosen was
Eglin Pkwy
Council directed Staff to focus CRA funds away from the downtown area and since
Eglin is part of
the CRA, that is the reason that location was chosen.
I. Further discussion included the fact that additional time will be needed for the requested
information from Gulf Power, and that if Council does not wish to further the study, it should be
dropped to enable Staff to attend to other projects.
The City Attorney requested an amendment to the motion, stating it should be continued rather
than tabled.
Dr. Pullen amended his motion to continue the issue for a period of 30 days and to get a
report from the Municipal Planning Board and any additional information that Staff can
provide. Mr. Minich seconded motion and it carried by a vote of 4 to 3 with Patterson,
Tucker, Pullen, and Hartwell in favor and Holmes, Minich, and Campbell opposed.

Clay Carnathan, 129 Linstew and President of Vista Development, agents for Commercial Service
Merchandise (CSM), advised CSM is in concurrence with all but two of Staffs recommendations.
He asked that recommendation 1 ( a), removing existing curb cut pursuant to FDOT approval, be
moved from Prior to Issuance of a Building Permit to Prior to Granting a Certificate of Occupancy,
since it is not known how long it will take to receive FDOT approval, and they would like to be
working on the project in the meantime. He also requested clarification on Item 1 c, asking if it
means that all items submitted by Public Works/ Engineering and Building Inspections staff need to
be completed prior to the building permit.
Mr. Carnathan clarified that what is being removed is not an actual curb but a portion of the
existing driveway, and there would be no safety factors during construction.
Ms. Fowler submitted the Staff Report into the record. The City Attorney noted the applicant
requested changes to the recommendations, which are considered objections to the
recommendations.
Ms. Fowler distributed a written amendment to the recommendations as discussed by Mr.
Carnathan, which included placing recommendation 1 ( a) , removing existing curb cut pursuant to
FDOT approval, and having it done Prior to Granting a Certificate of Occupancy. She also
explained the items submitted by Public Works/ Engineering and Building Inspections always
review site plan during the Development Review Committee process, and during the building
