A RESOLUTION ADOPTING THE FINAL MILLAGE RATE FOR THE CITY OF FORT WALTON
BEACH, FLORIDA, FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2005 AND ENDING
ON SEPTEMBER 30, 2006, AND PROVIDING FOR AN EFFECTIVE DATE.
Mayor Anderson stated the final millage rate for FY 2005- 06 is 4. 9700 mills, which is 18. 71 % above
the rollback rate of 4. 1868 mills. The rollback rate is the millage rate that will provide the same Ad
Valorem tax revenue as was levied during the prior year. The 18.71% increase is the percentage
increase in property taxes.
The Mayor stated the reason for setting the millage rate at 4. 9700 mills is to fund expenses of the
General fund for fiscal year beginning October 1, 2005 through September 30, 2006.
The Mayor opened the public hearing relating to the final millage rate and asked if anyone from the
public wished to speak. As there was no one who wished to speak, the public hearing was closed.

MltTES OF THE COUNCIL WORKSHO~EETING
OF THE CITY OF FORT WALTON BEACH, FLORIDA
SEPTEMBER 21, 2005
INTRODUCTION
A Council Workshop Meeting of the City Council of Fort Walton Beach, Florida, was held on
Wednesday,
September 21, 2005 at 5: 45 p. m. with the following members present:
Mayor Mike Anderson
Councilmen: Mike Holmes, Bill Patterson, Bob Campbell, Jim Tucker, Dr. Wayne Pullen, Jim Hartwell, and
Mike Minich
Also Present: Joyce Shanahan, City Manager; Helen Spencer, City Clerk; Mike Burton, Finance Director;
Toni Craig, City Attorney; and Department Directors.
CALL TO ORDER
The Mayor called the meeting to order.
ONE CENT SALES TAX DISCUSSION
The Mayor reported the County is proposing a one- cent sales tax for transportation/ traffic and stormwater
management projects over a four to five- year period. Also proposed by the County is a 60/ 40 split,
whereby 40% of the funds would be split among the nine municipalities, but nothing has been finalized at
this point.
The Mayor advised the Okaloosa County League of Cities ( OCLOC) supports the one- cent sales tax,
although there is room for discussion regarding the 60/40 split proposed by the County. A list of possible
projects by the City has been forwarded to Council, and the Mayor asked if Council was interested in
supporting initiatives as well as the draft list of projects.
Discussion included the fact the tax would go before the voters as a referendum to be approved and the
need to define to the public how the funds will be used and the time frame of the tax. The Mayor advised
he will be going before the OCLOC in October and would like to have a finalized list of projects from the
City, if it is the consensus of Council.
Consensus of Council was to support the proposed one- cent tax initiative and the draft list of City projects.
CRA PROJECTS ELIGIBLE FOR EXPENDITURES
The CDS Director discussed the list of allowable expenditures for CRA districts per State Statute, and
presented examples of the expenditures.
Discussion included the possibility of additional community policing officers in the CRA District; the use of
affordable housing to house a police officer in the CRA area, which would have to be researched by the
City Attorney; and the need for an additional code enforcement officer to get control of the area by actively
and aggressively citing code violations.
Staff was directed to return to Council in 45 days with suggestions on how resources could be used to
place Code Enforcement officers in the CRA District.
WORKFORCE HOUSING INITIATIVE UPDATE
The Mayor advised he spoke with Larry Sassano of the Economic Development Council ( EDC) and a
symposium will be held on November 16 at the Conference Center to discuss obtainable housing in the
