STATEMENT OF ISSUE: Consider a request from Bryan Lugo, owner of Emerald Coast Tent
Rentals LLC, to obtain a Qualified Beach Vendor Certificate to provide tent rentals to beach
goers while visiting the beaches of Okaloosa County. This is a new application.
BACKGROUND and ANALYSIS: Bryan Lugo, owner of Emerald Coast Tent Rentals LLC,
would like to provide a concierge style beach tent rental service to customers visiting Okaloosa
County beaches. The customers would reserve a tent rental via the Emerald Coast Tent Rental’s
web site much like people reserve hotel/condo reservations. The tent(s) would then be dropped
off with the customer for the rental period. The customer would be responsible for set up and
removal of the tent from the beach each day. Or, customers can request a service where staff
from the tent rental company would handle the set up and removal of the tent each day. The
tent(s) would be returned to the company at the end of the rental time. Tent sizes are 13’ X 13’
octagonal and 10’ X 10’ pop up styles.
Bryan Lugo, owner of Emerald Coast Tent Rentals LLC, has provided all requirements specified
in Ordinance No. 13-07, County Recreation Areas, Section 8: Commercial Activity on Public
Lands, to obtain a Qualified Beach Vendor Certificate (QBVC). Granting this request will permit
said business to conduct provide tent rentals to customers visiting Okaloosa County beaches in
accordance with any exceptions, restrictions, or provision the Board may impose.
OPTIONS: Approve/Disapprove the Qualified Beach Vendor Certificate 0054 for the calendar
year 2016 (16QBVC0054) to Bryan Lugo, owner of Emerald Coast Tent Rentals LLC.
RECOMMENDATION: Request Board approval of the Qualified Beach Vendor Certificate
0054 for the calendar year 2016 (16QBVC0054) to Bryan Lugo, owner of Emerald Coast Tent
