- $ 13. 65 per linear foot b. February 8, 2006 - $ 18. 65 per linear foot c. March 30, 2006 - $ 27.40 per linear foot d. April 25, 2006 - $ 32.00 per linear foot e. Unit price bid for the 8- inch ductile tron p1pe was $ 136.00 per linear foot ( includes installation costs) 2. Between the time of initial design and bidding of the project, a substantial increase also occurced in the material cost of the stainless steel pipe hangers and rollers due to the significant increase in petroleum prices: a. August 2005 - $ 110.00 each without the threaded rods and hardware b. April 25, 2006 - $ 170.00 each without the threaded rods and hardware c. Unit price bid for the stainless steel pipe hangers and rollers was $ 400.00 each 3. To construct this project, contractors were required to obtain a special marine construction insurance policy, resulting in a cost increase of $10,000 to $ 15,000. The bid price for the proposed 8- inch sanitary sew~r force main exceeds the construction estimate for the reasons oudined above. Unfortunately, we do not have an alternative route for this force main and not constructing the main could result in enforcement actions from FDEP if the existing force main experiences 2 another failure. Staff discussed the possibility of re- bidding the project; however, the low bidder has stated c that they will not re- bid the project resulting current low bid of $ in the possibility 254,148. There is also nothing substantial of that receiving could be less bids deducted or bids from that the exceed the project design which would result in significant savings. the Staff does not recommend re- bidding the project based on the reasons listed above and because of in current year carry- overs the volatility of the bidding environment. Sufficient funding does exist to cover of this The available funding is identified as follows: cost project. CIP 5032 ( Sewer Lining/ Rehab/ Grouting) - Last year' s element of this capital project was funded in a carry-over through the " Utility System Revenue Bonds, Series 2005," resulting appropriation of $199, 193. 70. CIP 5065 ( Sewer Line Replacement Program) - Currently there is $ 69, 400 appropriated for this in funds available for related projects. year' s projects, with an additional $219,630 carry-over A portion of the remaining balance for this CIP will be applied to the remaining funds in CIP 5032 to cover the cost of the Cinco Bayou Force Main relocation project, plus any unanticipated change orders. Staff does not anticipate any impact on other planned improvements funded through the Series 2005 Bonds or the on- going CIP improvements due to the increases identified for this element of the utility improvements. Recommendation: Staff requests Council authorization to award Bid No. 06-118, Cinco Bayou Sanitary Sewer Improvement Inc. of Aorence, Mississippi, in Project, to the low, responsive, responsible bidder Hemphill Construction, inch ductile iron aerial sanitary sewer the amount of $254, 148 for the construction of 1, 100 linear feet of 8- AfIIIII& '. force main underneath the Cinco Bayou Bridge, and further authorization for the City Manager to execute individual change orders not to exceed the aggregate total of $15,000. If approved, sufficient funding totaling 269, 148 does exist in accounts 401- 5065-535- 6997 and 401- 5032- 535- 6997.
