three boat owners and three non- boat owners. He
noted the Waters Edge has already made a request to reduce their membership to six, but he
would encourage there be two alternates of one boat owner and one non- boat owner. He noted
the Vision Plan Stewardship Committee can be discussed at a later date and mentioned the
Housing Authority may also lower their membership because they have a problem with a quorum.
It was questioned whether all the m~ mbers would have to be re- appointed to the
boards/committees. The City Attorney advised that most of the boards or committees have
vacancies, and if done at the right time there will just be no re- appointment for the vacancies.
A brief discussion ensued on reducing the membership and whether or not there should be
alternates on the boards/ committees.

REGULAR AGENDA-GENERAL PUBLIC
Lee Bobo, 38 Memorial Parkway, addressed his concerns regarding the roads being blocked off by
Chester Pruitt Park during the May Day Festival on Saturday evening, as well as what Mr. Bobo
considered to be excessive law enforcement for the event. Mr. Bobo remarked that many individuals
who planned to attend the festival left when they noticed the difficulty of entering and exiting the park,
and he wanted to make a public statement that this is occurring and that it should occur at the Fort
Walton Landing during activities that take place there as well.
The City Manager informed the same procedures have been used since she has been with the City,
and the procedures were implemented the past several years because of criminal activity that has
occurred in that area.
Mr. Bobo stressed that the black members of the community should not be punished because of the
actions of a few, and that all streets in the area should not have been closed. He stated his feeling
that the situation needed to be addressed before Council so the issue could be looked into for next
year. The City Manager advised the roads were closed to have traffic control in the area.
Chris Gibson, 249 Brooks Street, cited the need for traffic control during the May Day Festival in that
traffic needs to be kept moving, and not brought to a stand still.
