Revision 3 (attached) adds $79,552.14 to the current Task Order amount, for a new Task Order total of $536,866.15. BACKGROUND: In September 2011, Okaloosa County went under contract (FA2823-11-C- 0030; County Contract No. C11-1906-WS) with the U.S. Air Force for the construction of the Duke Field wastewater infrastructure. The contract was modified in August 2012 to add the following: Capacity Expansion Charges (CECs) for Duke Field, construction costs for Main Base wastewater infrastructure, CECs for Main Base, construction costs for Camp Rudder wastewater infrastructure, and CECs for Camp Rudder. The total contract is now $16,699,568; of that, $8,026,192 is reimbursement of design and construction costs, and $8,673,376 is for CECs. Eglin has elected to decommission its two wastewater treatment facilities located on the Main Base, and per the above-mentioned contract, OCWS will design and construct a new conveyance system. The new system will divert all of the wastewater received at their Main and Plew wastewater plants and pump it to the OCWS Arbennie Pritchett WRF. For design, permitting, and construction, OCWS has phased the project into 2 phases. Phase 1 consists of a 24" force main and the Main Base Lift Station; Phase 2 consists of a 16" force main and the Plew Lift Station. In May 2013, the BCC approved Task Order 63 to Gator Boring for the necessary bores in the above-mentioned Phase 1. Since then, Eglin has asked us to install the infrastructure that runs through the Housing Privatization area ASAP, due to legal issues. Therefore, Phase 2 was broken down into Phase 2A and 2B. Phase 2A is the 16" force main through the Housing Privatization area, and Phase 2B is the portion of the 16" force main outside of the Housing Privatization area. Task Order 63 Revision 1 (adding $38,595.86) and Revision 2 (adding $2,017.20) were executed so that Phase 2A could be accomplished - consisting of two 16" HDPE directional bores. Task Order 63 Revision 3 (adding $79,552.14) is now for work to be accomplished in Phase 2B - consisting of two 16" HDPE directional bores and one 24" steel casing jack and bore. Please see the attached aerial photo depicting the approximate locations of the force main alignment. OCWS will be reimbursed for the work by the U.S. Government, per the contract. OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute Packet Pg. 616 Gator Boring Task Order 63 Revision 3, adding $79,552.14, for a not to exceed amount of $536,866.15.
