SUBJECT: Authorization to Solicit Proposals for Solid Waste Services

STATEMENT OF ISSUE: Public Works is requesting permission to issue a Request For
Proposals (RFP) for solid waste collection and disposal services for residential customers in the
existing Franchised areas of unincorporated Okaloosa County.
BACKGROUND: In 2015 the Board of County Commissioners approved an extension of the
current contracts with Waste Management such that it will terminate September 30, 2016.
Additionally Public Works' staff was directed to revise the solicitation for the scope of services
on residential collection and disposal of solid waste to include recycling. With the assistance of
Kessler Consulting an RFP to competitively bid the needed services was developed.
The RFP document has been prepared and reviewed by appropriate staff and is attached for
consideration by the Board of County Commissioners.
Staff is requesting authorization to advertise the 2016 Solid Waste Procurement for Solid Waste
Services attached hereto. The current contract extension terminates September 30, 2016 and
advertisement is necessary to ensure continued service to the customers.
If advertisement is approved, Public Works' and Purchasing staffs will coordinate all required
dates and assign the RFP number for immediate advertisement. Upon receipt of the proposals
the following review committee is recommended:

Jason Autrey, Public Works Director
Scott Bitterman, County Engineer
Jim Reece, Recycling Coordinator
Kessler Consulting will also serve in an advisory capacity to the review committee in the
analysis of received proposals; Purchasing staff will act as the committee host.
OPTIONS: Authorize/deny advertisement of the 2016 Solid Waste Procurement for Solid Waste
Services.
RECOMMENDATIONS: Authorize advertisement of the 2016 Solid Waste Procurement for
Solid Waste Services and approve the review committee.
