BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 4, 2013 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: RFQ for SHIP Program Administrative Services DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: In accordance with the County's procurement requirements, it is necessary to retain a State Housing Initiatives Partnership program administrator through the competitive bid process. BACKGROUND: Through the Sadowski Act of 1992, the State of Florida makes funds available to qualified counties and cities for the purpose of providing and maintaining affordable housing. Okaloosa County and the City of Ft Walton Beach are recipients of SHIP funds which must be spent in accordance with Chapter 420 of the Florida Statutes (FS) and Chapter 67-37 of the Florida Administrative Code (FAC). As provided in Section 420.9072(5)(a), FS, Okaloosa County and the City of Ft Walton Beach have entered into an agreement to jointly utilize their SHIP allocations, and to utilize a third party administrator for SHIP program administration as provided in Section 420.9072(2)(b)3. The attached Request for Qualifications (RFQ) is authorized pursuant to Section 420.9072(2)(b)3, FS, and is intended to enable the County, and through the Interlocal agreement the City of Ft Walton Beach, to retain the services of a qualified individual or firm to administer the SHIP program on behalf of the City and County. All duties performed pursuant to this request shall be performed in strict adherence to the provisions of Chapter 420, FS, and Chapter 67-37, FAC. The RFQ has completed its internal review (see completed Contract and Lease Coordination Sheet, attached), and has been reviewed by the City of Ft Walton Beach, as well. Staff recommends that a review committee consisting of Elliot Kampert with the County Growth Management Department; Beatrice Love-Moore, Director of Veterans Services; and a representative from the City of Ft Walton Beach be established to review and rank the statements of qualifications received in accordance with County procedures. The City has agreed to provide a representative. Once the committee has selected a firm to provide SHIP administrative services, a contract will be developed and brought back to the Board for approval. OPTIONS: Approve or not approve the issuance of the Request for Qualifications and establishment of the RFQ Review Committee. RECOMMENDATIONS: Staff recommends that the Board of County Commissioners authorize issuance of the Request for Qualifications for SHIP Administrative Services; that a review committee as provided herein be established to review and rank the statements received; and, following selection of a consultant, to develop a contract for subsequent approval by the Board of County Commissioners. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
