MEMORANDUM
TO: Joyce Shanahan, City Manager
FROM: Thomas Murray, Public Works Director
DATE: May 5, 2008
SUBJECT: Update on the Florida Department of Transportation Roadside Beautification
Assistance Grant —Informational Item Regarding Beal Parkway and Memorial
Parkway
Background:
The City Council accepted a $ 250,000 Roadside Beautification Assistance grant and
approved the associated FDOT Roadside Beautification Assistance Joint Participation
Agreement ( JPA) in November 2007. FDOT processed the grant and returned the fully
executed agreement in January 2008. The grant includes the following improvement
locations:
SR 30 ( Miracle Strip Parkway) —Medians
SR 30 ( Miracle Strip Parkway) —Downtown
SR 189 ( Lewis Turner Blvd.) —Golf Club frontage
SR 189 ( Beal Parkway) —Cemetery frontage
SR 188 ( Racetrack Road) —Medians
In March, Staff presented the proposed SR 30 —Medians improvements for the City
Council' s information. Since that time, Public Works has been working with FDOT and
PBS & J ( the grant program administrator for FDOT) to fine tune the project details.
This information item presents another phase of the overall project, the proposed Beal
Parkway and Memorial Parkway improvements, for the City Council' s information.
Discussion:
The objective for these improvements is to beautify the Cemetery frontage by providing low
maintenance, attractive landscaping, with an overall unifying theme including the following
features:
The existing trees, Redbud (Cercis canadensis) and Bradford Pear (Pyrus calleryana
Bradford'), will be removed, since they are blighted and are short-lived species that are
underperforming and have become unsightly.
The proposed landscaping will exhibit diversity in flowering, size, form, texture, and
species.
The layouts will facilitate mowing maintenance, provide a more manicured look, and
create a visually appealing contrast between turf and bed line.
The plant species will include:
Camellia japonica
Professor Sargent'
Pink Perfection'
Camellia sasanqua
Northern Lights'
Cleopatra'
DwarfIndian Hawthorne
Alba'
Eleanor Tabor'
DwarfAsiatic Jasmine
St Augustine Palmetto ' (Turfi
Beal Parkway is the primary project location for this phase. Memorial Parkway is the
secondary project location for this phase, which would carry the beautification " around the
corner" to include Memorial Parkway. ( Additional FDOT approval is required to expand the
project into this local street.)
The two project locations will have different appearances, even though they will contain the
same plant species. This will be achieved through different landscape bed configurations.
For Beal Parkway, all plantings will be contained within a continuously flowing landscape
bed made up of large shrubs, small shrubs, and groundcover. The bed has a curvilinear theme
that allows for an aesthetically pleasing landscape.
For Memorial Parkway, the small shrubs will be contained within a linear landscape bed
between the fence and sidewalk. The large shrubs and groundcover will be contained within
numerous curvilinear landscape beds between the sidewalk and curb.
The attached reduced -size drawings show the proposed landscaping. Full -size drawings, with
greater detail clarity, are available in the additional materials folder.
Materials acquisition and installation will commence after FDOT' s final approval of the
plans.
