The area west of the request, on both sides of Stokes Avenue, is aurently zoned M-1 vlfiolesale
and Light lndustrial. This area was re-designated IP on the FLUM in 2000, although that change
was from the UWrxcstrial, ft equivalent land Lae designation for vAf& both M-1 and M-2 were
consider+eed consistent in the Comprehensive Plan adapted in 1990. The rSUN Iai 0XIation of the
height study was to implement the IP lard use designation applied to this area in 2000 wilh M-2
zoning. The existing M-1 zoning is inconsistent with FLUM designation ofthe Comprehensive Plan
and allows buildings up to 70 feet above existing grade or about 119 AMSL in the subject area
well above the 80 feet Imnk required to maintain the Air Force's mission in this section.
The mixed use category allows for a combination of residential, commercial or office
land use. Development may occur on a single parcel in the form of only residential use,
only commercial use, or a combination of both use types. The standards for each
combination permitted will assure that uses are compatible through buffering or other
planning techniques. These designations are utilized primarily in the CRA Area to
encourage traditional development where neighborhoods include both residential
components, convenience commercial uses for day -today needs such as groceries,
drugs and personal services. The principal intent of the mixed use designations in areas
outside of the CRA is to create a land use transition between residential and commercial
land uses. There are three (3) mixed -use designations in the Land Development Code:
1) Mixed Use Community Commercial ( MUCC), a designation which replaces the MU
CIR designation in all areas outside the CRA and will be applied to many areas " in
transition" in the CRA, 2) Mixed Use Main Street ( MUMS), a designation that applies to
the core " historic downtown" area of the City; and 3) Mixed Use Waterfront ( MUVV), a
designation that applies to all waterfront areas lying from the westward city limits to the
easternmost boundary of the Redevelopment Area near Elm Avenue.
