The AGENCY further agrees to the conditions upon which assistance will be provided and the understanding as to the matter in which the project will be undertaken, as outlined in the Joint Participation Agreement. Now, Therefore, the AGENCY authorizes the Chairman to execute Supplemental Joint Participation Agreement# 1 to Contract ARN14.
