MEMORANDUM
To: Joyce Shanahan, Gty Manager
From: Michael Beedie, Utilities Operations Manager
Through: John Hofstad,Utilities Director
Date: July 28, 2006
Subject: Bid No. 06- 123 - Demolition of Elevated Water Tanks
Background:
The Gty of Fort Walton Beach owns and operates water and sewer facilities to
provide utility
services to over 20, 000 people in southern Okaloosa County. The Gty
began development of its
water and sewer infrastructure in the service the needs of
early 1950s to a small and centralized
population hub along Santa Rosa Sound. As the area grew and cotporate limits expanded, the
demand for additional infrastructure increased.
During a Workshop held on June 9, 2004, Staff discussed with Council the need for various water
and sewer capital improvements, ranging from water distribution and storage upgrades to
wastewater treatment plant
design work and upgrades. While growth projections limit our need to
expand water production and increase sewage treatment capacity, we must continue to pIan for
future needs by upgrading our facilities to todays standards and to meet the needs of customers for
the next 30 to 40 years.
During the regularly scheduled Council meeting held on November 9, 2004, Staff presented to
Council for adoption Resolution 04-33. By unanimous vote, Council adopted this resolution thereby
declaring the Gty's intention to design, acquire, construct, and equip certain capital improvements
and to finance such capital improvements with the proceeds of tax- exempt obligations. The
Gty
entered into the bond market in early 2005 by issuing $ 10,910,000 in " Utility System Revenue
Bonds, Series 2005" to obtain funding for the proposed capital improvement projects.
Discussion:
The Gty of Fort Walton Beach previously awarded a contract to construct two elevated water
storage tanks as part of the Series 2005 bond capital improvements. The 750, 000 gallon tank at the
Golf Oub and the 500, 000 gallon tank on Nicholson Street at Well # 2 are providing the Otis water
customers with 850, 000 gallons of additional water
storage capacity and an increase of 15 to 20 psi
in water pressures. Construction of the tanks began in September 2005 and was
completed in early
May 2006, when both tanks were approved by FDEP to be placed into service.
C/tf}' f
Prior to the construction of the new tanks, the Gty's water distribution system operated under
different pressure gradients. The Gty's water supply system was divided into three sectors: the
Downtown area, the Golf Course area, and the Industrial Park area. The overllow elevations of the
Downtown area tanks ( Tanks # 1, # 2, and # 3) ranged from 138' to 142'. Tank # 9 in the Industrial
Park area has an overllow elevation of 177', and Tank # 10 in the Golf Course area has an overllow
elevation of 181'. Due to the difference in elevation of the Gty's existing water tanks, numerous
valves had to be partially closed to allow water to be distnouted evenly across the three sectors. The
new tanks were constnlcted at a height to allow the distribution system to operate on one equal
more efficient.
pressure gradient, making the supply system of wells and pumps
As a result of the constnlction of the new tanks, the existing tanks in the Downtown area became
obsolete. Tank # 1 ( 115 Church Avenue SE), Tank # 2 ( 12 Hughes Street NE), and Tank # 3 ( 55
Wright Parkway NW)can no longer be used due to the higher elevation of the distribution system.
Tank # 3 was recently repainted for future conversion to a reuse storage tank. once a new 12- inch
reuse water main is constructed between the Hurlburt WWIP and the Gty's Beal Memorial
2, it is necessary to dismantle
Cemetery. Due to the age and structural deterioration of Tanks # 1 & #
and remove the tanks.
During the issuance of the Series 2005 bonds in February 2005, the budget to demolish the tanks
was not included because of the high demand for used steel elevated storage tanks among small rural
water systems. Demolition contractors, at the time, would dismantle the tanks at no expense to the
owner because their cost of labor and materials could be recouped through the purchase of the used
tank. from the small rural systems. From February 2005 through the time of the bid opening, the
demand for used tanks dropped significantly. In August 2005, the Gty received a constnlction
estimate of $25, 000 to demolish the two tanks. However, in June 2006, the estimate had risen to
50, 000.
Staff prepared a bid package to demolish Tanks # 1 &# 2 that included the following items:
1. Base Bid - demolish both tanks and the foundation and site piping to a minimum of
three foot below grade
2. Additive Alternate # 1 - demolish both tanks and the foundation and piping to grade
3. Additive Alternate # 2 - provide lead paint containment and removal for Tank # 1
Bids were opened on June 27, 2006, and a total of four responsive bids were received by the
Purchasing Department. The low bidder, Iseler Demolition, Inc., submitted a bid of $58, 000 for the
Base Bid, $50,000 for Additive Alternate # 1, and $ 6,700 for Additive Alternate # 2. Staff
recommends awarding this project to Iseler Demolition in the amount of $ 64,700 for the Base Bid
plus Additive Alternate # 2.
Recommendation:
Staff requests authorization to award the Base Bid ($58,000) plus Additive Alternate # 2 ($ 6,700) to
the low, responsive, responsible bidder Iseler Demolition, Inc. of Romeo, Michigan, in the amount
of $ 64,700 for the demolition of elevated water storage tanks # 1 ( 115 Church Avenue SE) and # 2
12 Hughes Street NE), and authorize the Gty Manager to execute individual change orders up to
5, 000, not to exceed the aggregate total change order amount of $15, 000.
