This agreement, executed this day of 2014 between the County of
Okaloosa, Florida, the Owner, hereinafter called the Party of the First Part, and AVCON, Inc.
(“Consultant”) or its successors, executors, administrators and assigns, hereinafter called the Party of
the Second Part.

the First Part, the Party of the Second Part agrees to review and update the Architectural, Structural,
Mechanical, Electrical, Plumbing and Fire Protection Contract Documents, and perform all work for the
EGLIN AIR FORCE BASE ARFF DEVELOPMENT (RFQ AP 50-14) in strict conformity with the provisions of
this Contract for a fee of $357,545.00. The said Request for Qualifications, the Proposal, Exhibits A & B
are hereby made a part of this agreement as fully and to the same effect as if the same had been set
forth at length in the body of this agreement and are attached.
In consideration of the foregoing promises, the Party of the First Part agrees to pay to the Party
of the Second Part such unit prices for the work actually done as are set out in the accompanying
proposal in the manner provided in the said specifications.
The construction work is anticipated to extend for a period of 270 calendar days from
contractor’s NTP to final completion.
Owner may, at any time, without cause, order Consultant in writing to suspend, delay or
interrupt the work in whole or in part for such period of time as Owner may determine, or to terminate
all or a portion of the Contract for Owner’s convenience. Upon such termination, the Contract Price
earned to the date of termination shall be paid to Consultant, but Consultant waives any claim for
damages, including loss of profits arising out of or related to the early termination. Those Contract
provisions which by their nature survive final acceptance shall remain in full force and effect. If Owner
orders a suspension, the Contract price and Contract time shall be adjusted for increases in the cost and
time caused by suspension, delay or interruption. No adjustment shall be made to the extent that
performance is, was or would have been so suspended, delayed or interrupted by another cause for
which Consultant is responsible; or that an equitable adjustment is made or denied under another
provision of this Contract.

SCOPE OF SERVICES - AVCON, INC.
Professional Design, Re-Bid, and Construction Phase and Inspection Services
Eglin Air Force Base ARFF Development
Eglin Air Force Base, Florida
December 2014
SECTION A: PURPOSE
The purpose of this scope of work is to provide additional design, re-bidding, and construction administration
and inspection services for the Eglin Air Force Base ARFF Development project at Eglin Air Force Base.
This project includes an approximately 8,600 sf single-story fire station with associated parking lot, vehicular
access to Arrestor Road and Taxiway H, and stormwater improvements.
Per the Eglin AFB ARFF Lease and in the County’s negotiations with Eglin AFB CES, it was previously
agreed Eglin will provide all primary utilities to the site. Following the completion of the ARFF Development
design documents in 2013, Eglin has since identified a lack of suitable existing flows and pressures in the
water system anticipated to serve the proposed ARFF Station. As a result, the County will be responsible for
increasing the current water supply flows and pressures to meet applicable fire codes and a new storage tank
and pump system will be required along with a facility to house this equipment. This task order includes a
design task to perform this design and incorporate the improvements into the design drawings and to re-bid
the project.
The construction work is anticipated to extend for a period of 270 calendar days from contractor NTP to final
completion.
SECTION B: DESCRIPTION OF TASKS
Task 1: Design Services for Fire Pump, Storage Tank, and Pump Building (Lump Sum):
1. Perform Flow Test and Analysis: AVCON shall coordinate a flow test of a nearby fire hydrant to
determine the static and residual water pressure in the existing water line. This information shall be
utilized to calculate the size of the proposed storage tank.
2. Perform Design Calculations for Fire Pump and Storage Tank: AVCON shall perform a
hydraulic analysis of the previously specified sprinkler fire protection system and size the proposed
fire pump and storage tank based on the fire flow requirements of the sprinkler system and the
existing water pressure data from the task above.
3. Perform Design of Fire Pump and PEMB Building: AVCON shall specify the type and details
and develop a technical specification for the proposed fire pump. AVCON shall also design the
foundation and pre-engineered metal building (PEMB) for the storage tank. The design shall take into
consideration airspace limitations due to the transitional surfaces.
4, Perform Design Modifications to Electrical Service and Fire Alarm: AVCON shall design the
new electrical service supporting the proposed fire pump and modify the building electrical service to
accommodate the new loads. The building fire alarm shall also be modified to accommodate the
proposed fire pump and storage tank.

5.
Perform Design of Storage Tank: AVCON shall specify the type and details for the storage tank
such as capacity, dimensions, and materials and design the plumbing connections. The design shall
include development of a technical specification.
Incorporate Storage Tank and Fire Pump into Civil Design Drawings: AVCON shall modify the
existing civil design drawings to integrate the proposed fire pump, storage tank, storage tank
building, and utility connections with the proposed ARFF station building. This work may require
relocation of the septic tank lines and potable water supply to the building.
Task 2: Prepare Bid Documents (Lump Sum):
1.
Review Bid Documents from June 2013: AVCON shall review and validate design drawings and
technical specifications prepared in June 2013 to ensure compliance with current design goals and
become familiar with design assumptions and criteria.
Incorporate Eglin Design Review Comments into Design Drawings: AVCON shall incorporate
design review comments provided by Eglin Air Force Base in mid- to late-2013 into the design
drawings. These comments are related to proposed Eglin utility infrastructure, mechanical and
electrical standards, and communication and fire alarm requirements.
Prepare and Finalize Design Drawings: AVCON shall update and prepare all design drawings for
inclusion into the Release for Bid Documents for release to potential bidders.
Prepare and Finalize Technical Specifications: AVCON shall update and prepare all technical
specifications for inclusion into the Release for Bid Documents for release to potential bidders. These
updates shall include a revised Westnet specification and other applicable revisions to the previously
prepared Bid Documents.
Task 3: Re-Bid Services (Lump Sum):
1.
Prepare and Coordinate Advertisement: AVCON shall prepare an advertisement summarizing
project elements and bid proposal requirements for County use in providing public notification of the
project.
Attend Pre-Bid Conference and Prepare Minutes: AVCON shall participate in a Pre-Bid
Conference to present and discuss specific project issues, specific construction features, operational
phasing, special airfield construction limitations, and other applicable requirements. AVCON shall
provide and distribute meeting minutes for the Pre-Bid Conference to participants and funding
agencies.
Distribute Bid Documents and Maintain Planholder List: AVCON shall prepare copies of the
bidding documents and shall distribute documents to prospective bidders upon request. AVCON shall
maintain a current list identifying all bid plan holders. Bid documents shall be provided to
prospective bidders at a nominal fee to cover reproduction and handling costs. Contractor shall
contact local plan rooms and shall provide up to three (3) sets of bid documents at no charge for
public review.

specified period prior to the project bid opening. AVCON shall prepare and distribute addenda to
bidding documents as required to address any revisions resulting from bidder’s concerns or from
design modifications for items designed by AVCON.
5. Attend Bid Opening: AVCON shall attend the bid opening for the proposed project and receive
copies of the bid proposals from the County for review.
6. Prepare Bid Tabulation and Recommendation of Award: AVCON shall review all bids received
and shall prepare tabulation of the bids, including the Engineer’s estimate. Based on the review,
AVCON shall provide a formal recommendation of the award for Okaloosa County.
7. Prepare Conformed Construction Documents: AVCON shall prepare and submit conformed
plans and specifications that incorporate addendums to serve as the “Release for Construction” set. A
total of five sets of conformed documents shall be provided to the Owner.
Task 4: Construction Administration Services (Lump Sum): This task shall include construction
administration services for the work included in the Release for Construction documents.
1. Coordinate with Owner and Contractor During Construction: AVCON shall provide routine
updates and coordination with Owner and Contractor throughout construction.
