STATEMENT OF ISSUE: Purchasing is providing information regarding the approval process
previously established for Eglin Site Work Agreements approved by a former Board. (District:
All)
BACKGROUND & ANALYSIS: Purchasing staff recently received a request for a site work
agreement project with Eglin Air Force Base (AFB). This agreement requests Purchasing staff to
procure, through a request for proposal process, an enterprise data management system technical
support service for Eglin facilities.
This request for procurement assistance results from an Escrow Agreement between the County
and Eglin AFB that was previously established in 2007. The Escrow Agreement established an
escrow account for all lease payments for properties that the County leases from Eglin AFB (i.e.
Airport and Water & Sewer land lease fees). All lease payments deposited by the County into
the escrow account constitute payment by the County under the existing leases. The escrow
agreement allows the commander of the 96th Civil Engineering Group to approve local projects
using the escrow funds. The County is allowed to charge a 3% administrative fee based on the
cost of the project for the assistance with administrative projects. This 3% fee is then paid to the
County as revenue supporting the general fund. The County is also authorized to do in-kind
work, making improvements to existing leased premises, to offset the lease payments. This in-
kind work may include: new construction of facilities within Eglin AFB, repair and maintenance
of existing facilities, property management services, engineering services, master planning
services, landscaping, waste management, perimeter fence upgrades, and security upgrades. In
2007, the Board authorized the County Administrator to approve any future Eglin AFB projects
under this Escrow Agreement regardless of the cost.
