Presentation on Robert' s Rules of Order
Hayward Dykes, City Attorney, gave an informational presentation to Council relating to Roberts Rules
of Order. Information included chairperson ( mayor) responsibilities; debating a question ( motion);
amendment protocol, amendment language, and friendly amendments; postponing a motion indefinitely;
and calling the question.
Also discussed was reconsidering a motion. The City Attorney explained that once a motion has been
adopted or defeated during a meeting, a member who voted on the prevailing side can make a motion to
reconsider. This motion can be seconded by any member regardless of how they voted. However, the
motion to consider must be made during the same meeting in which the vote was taken, or on the next
succeeding day (or next regularly scheduled meeting) with the session when the meeting is held.
Presentation on Florida Sunshine Law
The City Attorney continued his presentation with an overview of Florida' s Sunshine Law and the three
basic requirements that meetings must be open to the public; reasonable notice of such meetings must be
given; and minutes of the meetings must be taken. He discussed topics including conversing in a
meeting; the issues related to text messages, a -mails and social media relating to the Sunshine Law;
documenting communication; and penalties for alleged violations of the Sunshine Law.
