Chessher; Mark Griffin; Mark Schmeltzer; Joey Crews Subject: FW: Letter of Recommendation for WS 10-14 Packaged Generator - Eglin Plew Pump Station Project Jack, OCWS has a contract with Eglin Air Force Base to construct facilities that will result in the closure of four out-of-date wastewater treatment plants and allow for the diversion of flow to the County’s state of the art Arbennie Pritchett Water Reclamation Facility. FDEP rules require the provision of redundant systems to enable the ability to handle flows during emergency power outages. One of the options allowed by FDEP rules is the provision of emergency backup generators at sewer pump station sites. OCWS forces will be constructing a new sewer pump station at the site of the existing Eglin AFB Plew treatment plant. It was determined that the emergency backup system for this pump station will be the provision of a 230 KW diesel powered generator. OCWS staff concurs with the recommendation of our consultants, Constantine Engineering, that the bid for the Packaged Generator System — Eglin Plew PS Project (WS 10-14) be awarded to ESSE, LLC, they being the lowest responsive and responsible bidder meeting all of the qualification requirements specified in the bid package. We recommend the award for the base bid of a lump sum total of $65,215.00 with a Maximum Delivery Time of 108 days from receipt of Purchase Order. They are headquartered in Birmingham, AL and have 5 factory trained technicians located within 150 miles of Fort Walton Beach, including one located in Niceville. The Board of County Commissioners received two (2) responsive bids for the project. The Total Base Bid was for a complete 230 kW Diesel Generator, Integrated Fuel Tank, Weather/Sound Enclosure and Automatic Transfer Switch (ATS). ESSE, LLC was the lowest bidder meeting all the qualification requirements specified in the contract documents and provided supporting qualification documentation (see attached RFI 01). ESSE is the largest southeast distributor for Generac equipment and Okaloosa County has similar products of same quality and operational performance currently in the system. Pursuant to the bids received for the above referenced project, Constantine Engineering, Inc. recommends that the Board of County Commissioners, Okaloosa County, Florida, award this project to the ESSE, LLC the lowest and most responsive base bid for a lump sum total of $65,215.00 and a maximum Delivery Time of 108 Days from receipt of purchase order.
