GOVERNMENTAL FUNDS
RECONCILIATION OF THE STATEMENT OF REVENUES, EXPENDITURES, AND CHANGES IN
FUND BALANCE TO THE STATEMENT OF ACTIVITIES
FOR THE YEAR ENDED SEPTEMBER 30, 2021
Net change in fund balance – governmental funds (page 19) $ 8,347,505
Amounts reported for governmental activities in the statement of activities are different
because:
Governmental funds do not report capital assets on the balance sheet; however,
they are reported in the government-wide financial statements. Governmental funds
report capital outlays as expenditures; however, in the statement of activities, the
cost of those assets is depreciated/amortized over the estimated useful lives of the
assets.
Expenditures for capital assets 2,823,402
Less current year depreciation/amortization (3,196,730)
(373,328)
Governmental funds do not report capital assets on the balance sheet; however,
they are reported in the government-wide financial statements. Accordingly,
proceeds received for disposals of capital assets are shown as income in the
governmental financial statements and a gain or loss is reported in the statement of
activities. In addition, capital asset reassignments are reported as transfers on the
statement of activities.
Disposals of capital assets (674,352)
Accumulated depreciation/amortization – disposals 663,586
Acquisition value of donated capital assets 34,500
Accumulated depreciation/amortization – transfers and adjustments 42
23,776
Special assessment revenue in the governmental funds is recognized when due;
however, the revenue was recognized in the statement of activities when it was
earned (when levied).
Payments received from special assessments (25,052)
Special assessment for interest and penalties 1,490
Payments received on receivable related to the sale of capital assets (48,910)
(72,472)
The issuance of long-term debt provides current financial resources to governmental
funds, while the repayment of the principal of long-term debt consumes the current
financial resources of governmental funds. Neither transaction, however, has any
effect on net position. Also, governmental funds report the effect of issuance costs,
premiums, discounts and similar items when debt is first issued, whereas these
amounts are deferred and amortized in the statement of activities. In addition, long-
term debt reassignments are reported as transfers on the statement of activities.
Proceeds from issuance of long-term debt (2,499,320)
Debt principal and capital lease payments 1,203,619
Change in accrued interest on long-term debt 8,035
(1,287,666)
Some expenses reported in the statement of activities do not require the use of
current financial resources and therefore are not reported as expenditures in
governmental funds:
Change in net pension liability and related deferred inflows and deferred
outflows of resources 410,081
Change in other post-employment benefits liability and related deferred inflows
and deferred outflows of resources
