Project Details
FY 2013 Section 5307 funds in the amount of $1,168,777 will provide for acquisition of transit related support equipment,
preventative maintenance, management training, project administration, transit enhancements for bus stop ADA
compliance and for operating assistance. Capital grant funds will be used to procure a replacement high mileage
paratransit sedan. All vehicles when taken out of service are beyond the FTA useful life criteria and will be replaced for
public transit service. Federal rules are adhered to when conducting piggyback procurements. When utilized, solicitation
documents and the contract in a piggyback procurement contain an assignability clause that provides for the assignment
of all or part of the specified deliverable as originally advertised, competed, evaluated and awarded. Vehicles to be
purchased are classified as “other vehicles” (e.g., small buses, regular and specialized vans). Service Life Policy for such
vehicles are 4 years or 100,000 miles (49 CFR Part 18 and FTA C 5010.1D). All vehicles to be replaced are at minimum 6
years old. Pricing based on State contract procurement though the Transit Research Inspection & Procurement Services
Program -TRIPS* (formerly FVPP). This means of procurement provides the recipient with the ability to procure quality
vehicles at the lowest possible price. The program is managed by the Florida Department of Transportation (FDOT) in
Tallahassee and administered by the Center for Urban Transportation Research (CUTR), located in Tampa. Price
includes all necessary amenities for public transit service (i.e., communications, signage, security). Toll revenue credits in
the amount of $117,195 will provide the local match for the capital items in this grant. Operating assistance will be
matched using transit system expenditures. FDOT project number is FM # 4222541 and #4234311. The FY13 STIP page
for this project is 507 and 512.
*The the Transit Research Inspection & Procurement Services Program -TRIPS has been in existence for over 12 years.
The program is managed by the Florida Department of Transportation (FDOT) and administered by the Center for Urban
Transportation Research (CUTR) at the University of South Florida and provides Florida’s public transit agencies with the
opportunity to purchase safe, quality and dependable transit vehicles with extended life at the lowest possible price. The
program promotes increased cooperation among vehicle manufacturers, Florida dealers and public transit agencies. This
cooperation is evident in the program’s unique contractual arrangement requirement that good customer service is as
important as low price and quality workmanship.
FDOT procurement processes for Federal-aid Contracts, by FDOT regulation, must be in compliance with the Buy
America provisions of Title 49 of the CFR. Any and all Awards or Purchasing Agreements are dependent upon the
required Pre- Award and Buy-America Certification. In addition, when vehicles are delivered, an employee of the
Okaloosa County Board of County Commissioners’ certifies by inspection that the vehicles received are in compliance
with Title 49 of the CFR, Part 663 (Buy America) and assures that at least 60% of the total coast of all components in the
completed vehicles were secured from manufacturers in the United States and that final assembly of the vehicle took
place in the United States.
