CITY OF FORT WALTON BEACH
MEMORANDUM
To: Robert T. Mearns, City Manager
Through: Michael D. Beedie, P. E., Engineering and Utility Services Director
From: Stella Jones, City Planner
Date: October 29, 2010
Subject: Approval of 2011 -2016 Local Mitigation Strategy for Transmittal to the Florida
Department of Community Affairs
1. BACKGROUND:
1. 1. The City of Fort Walton Beach is threatened by a number of different types of natural
hazards that endanger the health and safety of the population, jeopardize economic
vitality, and imperil the quality of the environment. In order to encourage local
communities to prepare for natural disasters, and as a prerequisite to receiving certain
types of recovery funds in the wake of a declared disaster, the Robert T. Stafford
Disaster Relief Act (42 USC 5121 -5207) as modified by the Disaster Mitigation Act of
2000 ( 44 CFR 201), requires that all local governments develop a Local Mitigation
Strategy ( LMS) that proactively identifies the types of natural disasters to which each
community is vulnerable, and which includes a plan to reduce each community' s
vulnerability, including clearly defined hazard mitigation activities and projects.
1. 2. As required by the Act and implementing regulations, local mitigation strategies must be
developed on a
county -wide level, with information pertinent to individual
municipalities within the county contained within the overall document.
1. 3.
The first step in adopting the 2011 LMS is a state -level review coordinated by the
Mitigation Planning Unit of the State of Florida' s Division of Emergency Management
within the Department of Community Affairs. This review can take up to six months, at
the end of which the state will provide comments and recommendations to the County
and municipalities. Upon receipt of the state' s comments, the LMS Committee must
decide what changes, if any, need to made prior to the state' s forwarding the LMS to the
Federal Emergency Management Agency ( FEMA) Region 4 Hazard Mitigation
Community Planner who then reviews the proposed LMS and provides comments back
to the County and municipalities. The LMS Committee must then again review the
comments and decide whether to amend the proposed LMS.
1. 4. Once the LMS Committee is satisfied with the plan and FEMA has determined that is
ready for adoption, the County and municipalities have 1 year to adopt the LMS by
Resolution.
2. DISCUSSION:
2. 1. The first LMS was adopted in 1999,
followed by a substantial revision in 2005. The
2005 LMS has been updated annually as required by the Stafford Act ever since. The
attached 2011 LMS is a substantial overhaul of the 2005 edition, and includes wholly
new data and analysis, a new ranking system for mitigation projects, and is presented in
a community -specific format intended to allow easier review and future update.
2. 2. Particular attention has been given to the relationship between the LMS and the
communities' floodplain management programs; it has been developed consistent with
the Insurance Service Office' s Community Rating System point categories which will
enable participating communities to garner additional points for their CRS rankings.
2. 3.
The 2011 LMS was developed by the county -wide Comprehensive Plan Committee
which also serves as the LMS Committee.
The LMS committee meets regularly and is
open to the public.
The City of Fort Walton Beach was fully represented in the
development of this Plan.
3. RECOMMENDATION:
3. 1. Staff is recommending that the City Council review the attached 2011 Local Mitigation
Strategy and authorize its transmittal to the Mitigation Planning Unit of the State of
Florida' s Division of Emergency Management within the Department of Community
Affairs to initiate the review and, ultimately, adoption process.
