STATEMENT OF ISSUE: OCWS has requested the services of Gator Boring under Task
Order #11 per the terms of Contract #C14-2094-WS for a total cost of $127,238.16. Task Order
#11 is attached for your review. OCWS staff requests BCC approval to authorize the Chairman
to execute Task Order #11.
BACKGROUND: OCWS has a 10” water main and an 8” sewer force main under Poquito
Bayou, which connects the Poquito/Longwood Area to the rest of the water/sewer system. It was
recommended that these mains be replaced in the OCWS 2010 Needs Analysis, which described
necessary projects for the current 5-year rate plan. The attached map depicts the alignment of
the proposed replacement mains, which are aging cast iron pipes laying on the bottom of the
bayou in places. This represents a significant risk to the environment, particularly with the sewer
force main. Replacement of both lines will be new directional bores composed of high density
polyethylene (HDPE) pipe. Each bore is expected not to exceed 780 linear feet (LF) under
Poquito Bayou.
Gator Boring is a reputable, qualified boring contractor that has installed many successful
directional bores for OCWS throughout the years. The current contract with Gator Boring began
in October 2013 and is setup to allow for individual Task Orders to be executed for specific
projects, as the needs arise. In addition to the new water and sewer mains, OCWS is also
recommending that Gator Boring install a 3" HDPE bore alongside each main for the purpose of
locating the mains in the future. In OCWS' FY2015 CIP, $150K is allocated for the water main
portion and $115K is allocated for the sewer main portion. The ultimate not to exceed price for
this task order is significantly less than the totals for the bores as allocated in our FY2015 CIP.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS staff requests BCC approval to authorize the Chairman to
execute Gator Boring Task Order # 11 under the terms of Contract #C14-2094-WS, for a not to
exceed amount of $127,238.16.
