Require standards of Section 3. 01. 07. m B. Require that all new subdivision proposals and other proposed developments o including proposals for manufactured home parks and subdivisions) greater than fifty 7 50) lots or five ( 5) acres, whichever is the lesser, include within such proposals base flood elevation data. Standards set forth in Section 3. 01. 07 shall apply. v C. The Development Administrator shall obtain, review, and reasonably utilize any base tj flood elevation and floodway data available from a Federal, State, or any other a source, in order to administer the provisions Section 3. 01. 00. The Development Administrator o n shall: a L Obtain the elevation ( in relation to the mean sea level) of the lowest floor including the basement) of all new and substantially improved structures; m 2. Maintain a record of all such information. D. Assure that the flood carrying capacity within the altered or relocated portion of any m watercourse is maintained. E. Manufactured homes shall be installed using methods and practices that minimize flood damage. They shall be elevated and anchored to prevent flotation, collapse, and r, lateral movement. Methods of anchoring may include, but are not limited to, use of r over -the -top or frame ties to ground anchors. This requirement is in addition to applicable State and local anchoring requirements for resisting wind forces. m F. When the data is not available from any source the lowest floor of the structure shall be elevated to no lower than above the highest adjacent grade. Standards set forth in of Section 3. 01. 07 shall apply. 3. 01. 09 Standards for Areas of Shallow Flooding (AO Zones) Located within the areas of special flood hazard established in Section 3. 01. 07 are areas designated as shallow flooding areas. These areas have flood hazards associated with base flood depths of one ( 1) to three ( 3) feet, where a clearly defined channel does not exist and the path of flooding is unpredictable and indeterminate. Therefore, the following provisions shall apply in addition to the provisions set forth in section 3. 01. 07: A. All new construction and substantial improvements of residential structures in all AO Zones shall have the lowest floor, including basement, elevated above the highest adjacent grade at least as high as the depth number specified in feet on the Flood Insurance Rate Map. If no flood depth number is specified, the lowest floor, including basement, shall be elevated to no less than two ( 2) feet above the highest adjacent grade.
