Helen Spencer City Clerk Department Director/ Staff time to complete: q5 /I),' 1Iu:fe.3 VERBATIM TRANSCRIPT REGARDING DISCUSSION OF RES. 07- 17 08/ 22/ 07 SPECIAL COUNCIL MEETING, BUDGET Requested by Dr. Pullen The Mayor read the resolution by title only. A Resolution of the City of Fort Walton Beach authorizing the submission of the Consolidated Plan/ Annual Action Plan and an application of Community Development Block Grant Funds; authorizing the City Manager to sign the Grant Agreement; providing an effective date. Mayor: Ms. McKim? Missy: Missy McKim, CDS Director. This is an item that comes before you every year, this year it's a little bit late so we appreciate you putting it on the special meeting. We are requesting that you approve the submission of the CDBG Grant, we are an entitlement community which means we are allocated a certain amount of money each this year based on a formula that HUD uses. This year the amount of money, meaning year, 07/ 08, the entitlement will be $ 148, 027. 00, anyway, the Program Administration, Residential Rehab, Fair Housing, Youth Enrichment Program, Clearance and Demolition and the World Changer project are the projects the money will be used for. We recommend you approve the resolution and the Manager signing the appropriate documents that are part of the grant agreement. Mayor: Anyone have questions of Ms. McKim? Yes, Dr. Pullen? Dr. Pullen: Question is, I notice here it says the Citizens Advisory Council, who makes up the Council, I can' t find nothing in our list of committees that we have appointed. Missy: The Citizens Advisory Council for the CDBG Program is an advisory council that has been on- going for probably 20 some years, and when, actually the make up of it the Chairman of it is Lewis Jennings, Joyce Ponder, Yvonne Bodee, Hughes Bridges, Inez Burkhart, Debra Evans, are the people who make up the committee at this time. When there is a vacancy then the committee actually appoints someone to fill that vacancy. It has never and never was appointed by Council, it's a make up as a committee that has been ongoing as I said, so. . . Dr. Pullen: ( inaudible) as an official committee of the City, shouldn' t it be named by Council or at least by someone, is there something in our ordinances that establishes who is on this committee, or? Missy: It's actually through the grant, the CDBG Program and HUD requires it to be a citizen' s committee, and as I said, the grant does not require that Council appoint it, and neither has our ordinance. Dr. Pullen: My question is who appoints it? Missy: As I said it's an ongoing committee, actually most of these people have been on the committee ever since I' ve been here, I think there are one or two new members the committee actually appointed themselves. Jim Hartwell: That's interesting. . . . Dr. Pullen: How legal is it, I' m going to look at the City Attorney. City Attorney: My opinion has never been requested of that whole issue and I' d have to look at it and bring it back to you. Dr. Pullen: I think it's, we' re questioning grants and so forth, there should be some official standing of this committee. Now correct me if I' m wrong, but isn' t this a program that asks the CDC administer. . . . Missy: Yes, and in that agreement with the CDC it is our anticipation that at this point in time that the CDC Board would actually be the Citizens Advisory Board for the grant, so it would change with the new administration of the grant. And that would be part of the agreement between the City and CDC. Dr. Pullen:And I can bring up to the rest of Council at the last CDC meeting this was discussed at that meeting and I tried to influence them going forward with the City being a representative of Council on that Board. Thank you. Mayor: Any other questions of Ms. McKim. Jim Hartwell: I have a couple. OK, Youth Enrichment Program. Missy do
