THROUGH: MISSY MCKIM, ms DIRECTOR SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT BUDGET AND CONSOLIDATED ANNUAL ACITON PLAN FOR FISCAL YEAR 2007-2008 DATE: 8/ 17/ 2007 BACKGROUND: During the month of January of each year, the Department of Housing and Urban Development (HOD) notifies the City of its CDBG entitlement for the upcoming year. Staff must then follow a defined set of regulations, including a public participation process for forming our proposal CDBG Budget. The CDS staff solicits applications for funding proposal from the public, non-profit organizations and other City Departments. There are limitations on the amount of funds that may be used for certain activities. For the upcoming Fiscal Year 2007-2008, the Gty's CDBG entitlement is $ 148, 027. 00. The Citizen Advisory Committee ( CAq recommends the following; Program Administration 29, 605. 00 Residential Rehabilitation 62,622.00 Fair Housing Services 500. 00 Youth Enrichment Program 20, 000.00 dearance and Demolition Program 300.00 World Changers 35,000.00 A public hearing was held on Wednesday, June 13, 2007 at the Chester Pruitt Recreation Center, 15 Carson Drive SE. The meeting began at 6: 00 p. m. and the sole prupose of the meeting was to receive comments on the Consolidated Annual Action Plan. The final public hearing will be held by the City Council on August 22, 2007 in the Council Chamber at 107 Miracle Strip Parkway. The meeting will begin at 5: 30 p.m. The Proposed Consolidated Annual Action Plan will be considered along with other items of City Business. Attached, please find the proposed CDBG Budget for FY 2007- 2008. The budget is the recommendation of the Citizens Advisory Committee. The Community Development Block Grant Citizen Advisory Committee is made up of five members who are residents from the local community. DISCUSSION: The CDBG Annual Action Plan is required to be filed with BUD no later than August 16, 2007. Staff had to submit the Action Plan in advance of the Resolution in order not to be disqualified from receiving the $ 148, 027 entitlement funding. In order to maintain the Citis entitlement for CDBG under HUD, the City Council must also adopt an authorizing resolution to accompany the Citis CDBG Annual Action pan providing for the following: 1. Authorizing the submission of the Annual Action Plan. 2.Authorizing the City Manager to execute the Grant Agreement following the approval of the City's application. City Council approval of the attached resolution will satisfy the above requirements. Amendments to this plan may be submitted at any time during the year. RECOMMENDATION: Based on the above, CDS staff recommends approval of the Citizen' s Advisory Committee proposed CDBG Budget for Entitlement Year 2007, Fiscal Year 2007- 2008. WHEREAS, the City of Fort Walton Beach is eligible to apply for funds under the U. S. Department of Housing and Urban Development's ( HUD) Community Devleopment Block Grant ( CDBG) program; and WHEREAS, HUD requires that the City execute a Grant Agreement following approval of the City' s application. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA: Section I. That the City Manager is authorized to submit the Annual Action Plan and an application for CDBG funds in the manner and format prescribed by HUD, in the amount of $148, 027. 00 for Program Year 2007 ( Fiscal Year 2007/ 2008).
