BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: November 17, 2015
TO: Honorable Chairman and Members of the Board
FROM: Vicky Stever
SUBJECT: 2016 Library Interlocal Agreement
DEPARTMENT: Library Cooperative
BCC DISTRICT: All
STATEMENT OF ISSUE: The Okaloosa County Public Library Cooperative (OCPLC)
requests that the Board approve and authorize the Chairman to sign the new Interlocal
Agreement.
BACKGROUND: The current Interlocal Agreement ends December 31, 2015. In order for the
Okaloosa County Public Library Cooperative to continue to provide library services to county
residents, the county and participating cities need to sign the new Interlocal Agreement, which
was approved by the OCPLC Governing Board on September 23, 2015. The agreement will
cover the 12-month period of calendar year 2016.
The Library Cooperative has been serving Okaloosa County since 1997. Member libraries
provide fee-free service to all county residents which includes those in the unincorporated
county, the six member cities and residents of the three non-member cities. The Interlocal
Agreement has been reviewed and signed by five of the six participating Library Cooperative
cities. The City of Mary Esther will approve and sign on November 16th. In the agenda packet,
there is a placeholder signature page that will be replaced with the signed page on the morning of
November 17th. I have coordinated with Contracts & Grants and the Clerk of BOCC for this
process.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Staff recommend that the Board approve and authorize the Chairman
to sign the Interlocal Agreement which is funded by the 2016 budget allocation of $619,135.
