Change Order No. 2 Justification EXHIBIT 1
Rehabilitation of Public Parking Facilities
Northwest Florida Regional Airport
Change Order No. 2 Justification
March 19, 2013
The primary purposes for Change Order No. 2 is to reconcile the contract quantities per the actual final
quantities accepted and measured in the field and to add improvements that provide long-term benefits to
the Northwest Florida Regional Airport. This change order also adds 38 calendar days to the construction
contract due to additional work added to the contract including infrastructure improvements to
accommodate an airport ice machine and guardrails around the VIP parking lot and Baldwin Building.
A significant deduction to the construction contract is included in the Superpave Asphaltic Concrete pay
item. The geotechnical testing performed during the design phase indicated an existing variable depth
asphalt section across the parking lot. The average depth of the underlying asphalt after milling
operations was anticipated to be approximately 1 to 1.5 inches. It was unclear whether the remaining
asphalt material following milling operations would represent a suitable foundation for the proposed
overlay. Therefore, the original parking lot rehabilitation design included a conservative assumption that
full-depth asphalt removal (approximately 3-inch depth) would be required to provide a stable asphalt
pavement as a foundation for the overlay. Following the asphalt milling operations, it was determined
that a majority of the underlying asphalt was adequate to construct the new 1.5-inch asphalt overlay;
therefore, the full-depth asphalt removal and replacement quantity was significantly reduced. This also
reduced the asphalt quantity by 4,212.1 tons as identified in Exhibit 2, resulting in a deduction of
$404,361.60 in asphalt costs.

Change Order No. 2 Justification
March 19, 2013
The primary purpose for Change Order No. 2 is to reconcile the contract quantities per the actual final
quantities accepted and measured in the field and adds improvements that provide long-term benefits to
the Northwest Florida Regional Airport utilizing unencumbered funds in the current FAA grant for this
project. This change order also adds 38 calendar days to the construction contract due to addition work
which was added to the contract to include infrastructure improvements to accommodate an airport ice
machine and guardrails around the VIP parking lot and Baldwin Building.
A significant deduction to the construction contract is included in the Superpave Asphaltic Concrete pay
item. The geotechnical testing performed during the design phase indicated an existing variable depth
asphalt section across the parking lot. The condition of the underlying asphalt was unknown so the
original parking lot rehabilitation design included a conservative assumption that full-depth asphalt
removal (approximately 3-inch depth) would be required to provide a stable asphalt pavement. Following
the asphalt milling operations during construction, it was identified that the underlying asphalt was
adequate to construct the new 1.5-inch asphalt overlay so the full-depth asphalt removal and replacement
was not required. This reduced the asphalt quantity by 4,212.1 tons as identified in Exhibit 2 which
results in a deduction of $404,361.60 to the construction contract.
