STATEMENT OF ISSUE: The Department of Airports requests approval by the Board of
County Commissioners for the Chairman to sign an Enhanced Use Lease (EUL) and Joint Use
Agreement (JUA) Proposal to the Eglin Air Force Base, Base Civil Engineer.
BACKGROUND: The current Enhanced Use Lease agreement requires annual rental payments
that began at $318,000 in 2007 and have now reached $402,833 in FY 2016 based on a 3%
compounding annual increase. The Air Force has requested the County send a proposed
restructuring of the rent provisions with a modified performance based approach for its
consideration. The attached letter recommends a fixed base rent of $400,000 a year for a term of
50 years and an additional payment of $0.50 per enplaned passenger for every passenger above a
400,000 passenger enplanement level. The proposal further addresses modifications to the JUA
which provides for annual landing fees based on airline operations (landing/takeoff). The current
JUA fee schedule expired in 2008 and has been continued with Air Force approval by an annual
increase based on Department Of Defense inflation factors. The FY 2014 fee was $7.81 per
operation for a total of $100,374.12. Airport Staff recommends this methodology be continued
with appropriate amended language. The JUA would also be extended for 50 years to conform
to the new lease expiration.
The proposal also seeks approval of the Air Force to allow the construction of a gas
station/convenience store on the Airport leased property. This would create additional non-
aeronautical revenue that would further increase the revenue sharing with our airlines, thereby
reducing the Cost Per Enplaned Passenger.

RECOMMENDATIONS: Airport staff recommends approval of the Proposal to be signed by
the Chairman.
