BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 3, 2016
TO: Honorable Chairman and Members of the Board
FROM: Zan Fedorak
SUBJECT: Request approval to award the bid for the emergency generator at the
Meigs Seminole Pump Station
DEPARTMENT: Purchasing
BCC DISTRICT: 5
STATEMENT OF ISSUE: Request approval to award the bid to Taylor Power Systems for an
emergency generator at the Meigs Seminole Pump Station for a total bid of $84,437. (RFB WS
40-16)
BACKGROUND & ANALYSIS: On March 30, 2016 bids were due for an Emergency Generator
at the Meigs Seminole Pump Station and three (3) bids were received. Constantine Engineering,
the consultant of record for this project, assisted staff with the review of the technical
specifications for the bids. Purchasing has received a recommendation to award the bid to Taylor
Power Systems as the lowest and most responsive bidder for the amount of $84,437. (Letter from
Constantine Engineering provided.) Purchasing has confirmed that bid requirements were met
and that the budget supports the purchase. If/when the Board approves the award, staff will move
forward with issuing a purchase order for this material/equipment only bid.
This bid is one component of the proposed project that will replace the existing Meigs Seminole
Pump Station located in Bluewater Bay with a new submersible sewer pumping station, electrical
control building and emergency/backup power generator. The new pump station is designed to
handle all projected future flows from the Bluewater Bay Area. The project includes approximately
1,000 linear feet of sanitary sewer force main along State Road 20 at the Bolton Branch Bridge in
the Niceville area. This new force main will replace the existing undersized force main currently
running along State Road 20 in that area. This project also includes approximately 5,500 liner feet
of sanitary force main along Highway 20 to re-route the flow coming from the Lancaster Area to
the new Meigs Seminole Pump Station. This new force main is required to re-route the flows that
currently discharge to the Rocky Bayou Pump Station.
OPTIONS: Approve/Deny award the bid to Taylor Power Systems for the Emergency Generator
at the Meigs Seminole Pump Station for the total bid amount of $84,437.
RECOMMENDATION: Staff recommends approval of the award of the bid to Taylor Power
Systems for the Emergency Generator at the Meigs Seminole Pump Station for the total bid amount
of $84,437.
