45M 50. 00 Athletics Adult Sports Non -Residents, Per Player Youth Sports Non- Residents, Per Player 50.00 46. 0 basketball, basebal. Eliminate The purpose of this change is to increase non -resident recreation program fees to double the resident fee. The reason for the increase is not to generate additional revenue — no revenue increase is budgeted for FY 2009 -10 — but rather to analyze the true cost of providing these programs to City residents. This information will be used as part of the City' s program evaluation project to maximize the services citizens receive for their tax dollar. Rates at the Tennis Center and BMX/ Skateboard Facility were not increased because revenues generated at those facilities are retained by their respective contractors. The Tennis Center contract stipulates the City shall receive 50% of revenues above base 17- revenues of $ 50, 000 and the base will increase proportionately in the event City Council increases fees. The BMX/Skateboard Facility contract stipulates the contractor shall have full rights to all revenues. Both contracts expire September 30, 2010. Membership fees come with privileges such as museum shop discounts, so the fee is taxable. Since the fee schedule notes that sales tax is not included, the fees must be discounted so the total expense,, including sales tax, does not exceed $ 20, $ 35, $ 50, or $ 100. Overhead Banner Installation I$ 44X. 200. 00 The purpose of this change is to increase the fee commensurate with the cost of installing overhead banners along Hwy 98 in downtown. The fee was implemented in October 2000 by Resolution 2000 -20 and has not increased since then. Plan check fee (-ne 50% of building fee (Sec. 3. 02.06) 1 No Change The purpose of this change is to correct the fee schedule. The current language " new construction only" is inconsistent with City ordinance and code, which do not make a distinction for new construction plan review. The fee is applicable to any plan review. Cleaning Water DE!posit 1$ 5=89 10. 00 The purpose of this change is to correct the fee schedule. This fee was added to the schedule in February 2009 by Resolution 2009 -7, but the amount was incorrect; $ 10 is actually being charged and covers the average bill.
