smooth operation of the City,
and expressed his support of the City Manager.
Mr. Rynearson also stated he feels the City Manager has done an outstanding job, and feels that many
employees left for higher paying positions, and they should be supported in those endeavors. Mr.
Rynearson stated if anyone left for reasons other than that, it may be due to Council' s inability to offer
pay raises to employees the past three years, and that the blame should be placed on Council and not the
City Manager.

CITY MANAGER EVALUATION coat.
Mr. Holmes stated he is not one for public praise or criticism, he prefers to discuss such matters in
private; however, he is confident that the City Manager is aware of any concerns that Council might have,
that there are tough issues ahead and Council needs to take responsibility for some of these issues as well.
The Mayor advised his comments were not meant to be critical, it was his observation and he appreciates
the Staff in keeping the City running efficiently under the leadership of the City Manager.
Mr. Reeves requested that the City Manager' s compensation package be considered for a future agenda in
regards to his benefits and salary as he was hired well below the previous City Manager. He said the City
Manager has proven himself to Council and it is something that should be discussed. The Mayor
suggested this could be something to discuss at the budget policy meeting on May 18th.
CITY MANAGER REPORTS
The City Manager provided up -to -date information on the City' s response to the deepwater horizon oil
spill.
He reported the City' s action has been pro- active and preventative to the greatest extent possible
and discussed future plans to address the situation. He mentioned that a video has been made of the entire
shoreline of Fort Walton Beach to serve as a visual record of the " before" condition in the event there
were to be effects of crude oil contamination; that staff has planned a shoreline clean -up along City
owned property on Friday by volunteers to be supervised by staff; that the City has mobilized to the
extent necessary without incurring any extraordinary costs and most efforts to date have been done by
staff with no expenditures;
that the City has prepared a contingency plan to identify environmentally
sensitive areas;
that particular attention is being paid to the stormwater outfalls that have the recently
installed stormwater separator units; and that the City will employ screening material along the shoreline
of City owned property to reduce the effect of contamination should the oil reach these areas. He
encouraged private property owners to remove debris from the shoreline to minimize the effects of any
crude oil contamination.
