OKALOOSA COUNTY SHERIFF’S OFFICE COMPENSATED ABSCENCES FUND TRANSFER AGREEMENT THIS AGREEMENT is entered into, by and between the OKALOOSA COUNTY SHERIFF’S OFFICES (OCSO) and the OKALOOSA COUNTY BOARD OF COUNTY COMMISSIONERS (BOCC) this 31st day of July, 2014. WHEREAS, there exists a significant shortfall in the funding level the BOCC is considering for appropriation to fund the law enforcement operations of OCSO. WHEREAS, increased population, increased tourist traffic, increased violent crime rates, increased calls for service and a myriad of other factors create an ever increasing demand for law enforcement services. WHEREAS, effective law enforcement services are critical to the safety and well-being of Okaloosa County citizens, businesses and visitors. WHEREAS, OCSO and the BOCC want to work in partnership to meet the needs of Okaloosa County citizens, businesses, and visitors. WHERAS, other priorities of the BOCC preclude fully funding the OCSO FY 2015 certified budget. NOW, THEREFORE, 1. OCSO agrees to unencumber and return to the BOCC approximately $750,000 from the $1,369,000 balance currently being held in an account reserved to pay for Page 1 of 2 Compensated Absences. These funds will be returned to the BOCC by November 1, 2014 as excess fees. 2. Both parties agree the funds in question are not available for re-appropriation unless and until they are unencumbered by OCSO. 3. Both parties agree the funds currently held in the Compensated Absences Account exceed the amount recommended to be held in reserve. 4. BOCC agrees to include $500,000 of these funds as an appropriation to the OCSO FY 2015 Budget in addition to the $1,000,000 increase recommend by the county administrator. 5. Both parties agree that the BOCC will retain the remaining $250,000 of these funds to be used to fund other needs as they deem appropriate. 6. Both parties agree that while these funds are from a nonrecurring source, they are being applied against the recurring capital needs of the OCSO. IN WITNESS WHEREOF, the undersigned have executed this agreement on the date indicated. ________________________________ DATE: ______________________ LARRY ASHLEY SHERIFF OKALOOSA COUNTY SHERIFF’S OFFICE _________________________________ DATE: _______________________ KELLY WINDES CHAIRMAN OKALOOSA COUNTY COMMISSION Page 2 of 2
