STATEMENT OF ISSUE: Request to release the Request for Proposals (RFP) for a
Consultant to prepare the Transit Development Plan.
BACKGROUND: The Transit Development Plan (TDP) is a 10-year horizon plan intended to
serve as the basis for defining public transit needs. Having a TDP is a prerequisite to receipt of
state funds and is overseen by the Florida Department of Transportation (FDOT). Okaloosa
County's Major update is due to the FDOT by September 1st, 2016.
As noted in the attached RFP, the selected consultant will be expected to work closely with
County Staff, representatives from the municipalities, the Operations Contractor, and the
Transportation Planning Organization (TPO), and must provide a strong on-site presence as
necessary to prepare the plan. In addition, the consultant must establish a Steering Committee
made up of stakeholders to provide guidance during the development of the plan. In consultation
with Okaloosa County, the consultant will identify and invite persons from a wide range of
approved constituencies to participate in the Steering Committee.
This effort will be funded through a Federal Transit Authority grant; no local funds are
required.
OPTIONS: Approve or not approve the release of the Request for Proposals for a Transit
Development Plan consultant.
RECOMMENDATIONS: Approve the release of the RFP for the Transit Development Plan
consultant. Staff further recommends that a review committee consisting of representatives from
the Regional Planning Council, County Administrator’s office, and Growth Management
Department be established to review, rank, and recommend to the Board a consultant to perform
this work.
