BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: November 4, 2014 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: PJ Adams Emergency Overlay - Budget Transfer DEPARTMENT: Public Works BCC DISTRICT: District 1 STATEMENT OF ISSUE: Staff is requesting permission to reallocate funds between the Old Ebenezer Road resurfacing project and PJ Adams Emergency Overlay project to advance the overlaying of more of PJ Adams Road this fiscal year. BACKGROUND: During the 2015 budget cycle, the BCC approved $250,000 for Old Ebenezer Road overlay and $150,000 for the PJ Adams Emergency Overlay. Public Works would like to overlay only the Cold Mix section on Old Ebenezer Road for a cost of $100,000 and transfer the remaining amount, $150,000 to the PJ Adams Emergency Overlay project. The fiscal 2015 budget was approved by the BCC and allocated in account 3201-563243 @ $150,000 - PJ Adams Emergency Overlay & 3202-563149 @ $250,000 - Old Ebenezer Road overlay. Staff believes that by overlaying only the Cold Mix section on Old Ebenezer Road, we can defer approximately $150,000 to be used on the PJ Adams Emergency Overlay. This additional amount will allow us to go from the FDOT bridge approach (I-10) ROW to the new construction near Hwy 85. While staff acknowledges that the roadway widening is progressing (anticipated in the next 5 years), the conditions of the existing roadway are deteriorating to the extent that interim overlaying of the roadway is needed to keep the roadway functional in the meantime. The remaining portion of Old Ebenezer Road can be resurfaced in FY 16 as part of the CIP budget requests. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Staff recommends that the Board approve the changes as recommended and allow transfer of $150,000 from the Old Ebenezer project account to PJ Adams Emergency Overlay account.
