STATEMENT OF ISSUE: Seeking authorization for a Request for Qualifications (RFQ) for
Federal Lobbying Services. (CAO 09-15)
BACKGROUND & ANALYSIS: Staff is requesting Board authorization to issue a RFQ for
Federal Lobbying Services. This service has been performed by Alcalde & Fay, Ltd. under a
contract which will expire on December 31, 2014. This RFQ will request submittals from
qualified consulting firms or individuals for the provision of lobbyist services to represent the
County in Washington, D.C. to secure funding for County projects. Lobbyist services will also
include monitoring current federal legislation and the federal budget process and report any
legislative events that may directly or indirectly impact the County. Review committee members
will be; John Hofstad, Kay Godwin, and a commissioner as directed by the Board.
OPTIONS: Approve/Deny of issuing a RFQ for Federal Lobbying Services.
RECOMMENDATION: Staff recommends approval of issuing a RFQ for Federal Lobbying
Services.
