CHANGE IN COUNCIL WORKSHOP DAYS
Consideration of a request to change the monthly Council workshop meeting at 5: 30 p. m. from the
second Council Meeting of each month to the first Council Meeting of the month.
Mr. Minich moved to reschedule the Council Workshop to the second Tuesday of each month at
5: 30 p. m. beginning on April 11 , 2006. Mr. Holmes seconded motion.
Discussion included the fact that there are less agenda items on the first Council meetings of each
month, and that issues that cannot be decided at a workshop due to time constraints can be carried
over to thefollowing Council meeting. Mr. Minich suggested quarterly meetings on Saturday mornings,
much like the Strategic Planning session, as a way to discuss various issues and perhaps lessen the
monthly meetings.

Patterson, Campbell, Tucker, Pullen, Hartwell, and Minich in favor.

hold neighborhood meetings at their location for a number of years.
Mr. Hartwell discussed restricting the use of property and that it is done all the time, that as the
demographics of the city change the laws change as well, and that what was right 25 years ago is not
necessarily right today.
CITY MANAGER ANNOUNCEMENTS
The City Manager discussed the situation regarding the property at 106 McGriff Street NE, and
advised Council that the City will take ownership of the property on Wednesday, March 29, 2006. She
stated the residents will be allowed to remain on the property until April 11 , whereby an eviction notice
will be drawn up by the City Attorney notifying them they will be evicted on April 11 at 5 pm, giving the
residents an extra 13 days. The City Manager explained she was advised by Sabu Williams that he
will personally assist in the eviction for those that have not found housing. The City Manager made it
clear that no rent will be collected, no criminal activity will be tolerated, and she is looking toward the
United Way possibly paying for electricity, gas, and maybe the water if necessary. Council was
satisfied with this plan.
Further discussion included liability if a resident were injured on the property before being evicted,
since it is now owned by the City. Mark Wiltsie, Human Resource Director, explained that the City has
certain sovereignimmunity regarding liability, and that the eviction notice should include verbiage that
the residents are there at their own peril. It was also noted the property will be posted in the usual
matter.
