City Council of Fort Walton Beach
ENGINEERING & UTILITY SERVICES
MEMORANDUM
To: Michael D. Beedie, City Manager
From: Michael Beedie, Engineering & Utility Services Director
Date: September 11, 2012
Subject: 2012 -21 - Amends FY 2011 -2012 CDBG Annual Action Plan
1. BACKGROUND:
1. 1. The City of Fort Walton Beach is an entitlement community with the Community
Development Block Grant ( CDBG) Program through the U.S. Department of Housing
Urban Development ( HUD). Each year, City staff develops an annual action plan for
the distribution of the entitlement funds.
1. 2. City Council adopted the FY 2011 -12 Annual Action Plan on August 9, 2011. The City
received an entitlement grant of $126, 575 through the CDBG program for FY 2011-
2012.
1. 3. Among other items, the Plan allocated $ 30, 000 in new funding to the World Changers
project, which was consistent with CDBG regulations and objectives. The program was
completed in June 2012 with a remaining balance of $ 19, 483 in unspent funds. The
City proposes to re- allocate these funds to a new project that is eligible per 24 CFR 570
Subpart C.
2. DISCUSSION:
2. 1. The City of Fort Walton Beach is proposing a substantial amendment that will make
changes to the projects approved and the budgeted amounts in the 2011 -2012 Annual
Action Plan. Per the City' s Citizen Participation Plan, Substantial Amendments require
a 30 -day public comment period which is scheduled from August 30, 2012 to
September 30, 2012.
2. 2. Specifically, the City proposes the following amendment to the 2011 -2012 Annual
Action Plan to re- allocate unspent funds on another eligible project and/ or activity that
meets the City' s 2011 - 2015 Consolidated Plan and one or more of HUD' s National
Objectives. This will assist in meeting timely expenditures of CDBG funds as required
by HUD and ensure that any unspent CDBG funds are used to meet City' s goals and
objectives. The substantial amendment includes the following change:
2. 2. 1. 2011 -2012 Action Plan Amendment
The City of Fort Walton Beach received total of $30, 000 in new funding in
addition to $26, 245 in unspent funds from the previous fiscal year for the World
Changers project. This program provides upgrades and repairs to existing homes
that are owned and/or occupied by low to moderate income persons. The
program was completed in June of 2012, with a balance of $19, 483. The City

RESOLUTION ( ID # 1938)
recommends reprogramming the remaining balance to address slum/ blight
removal on a spot basis pursuant to 24 CFR 570. 208 ( b) ( 2). This amendment
will support CDBG eligible activities as cited at 24 CFR Part 570. 201 and meet
the City' s Consolidated Plan goals. The Table 3C Listing of Projects in the
attachments to this amendment provides a detailed summary of the project and
the eligibility criteria citations for the project.
3. FINANCIAL INFORMATION:
3. 1. There is no fiscal impact with this substantial amendment. The U.S. Department of
Housing and Urban Development determines the Community Development Block
Grant amount that the City of Fort Walton Beach receives each year. The proposed
changes to the 2011 -2012 Annual Action Plan will not affect the total amount of
funding and will only involve the reallocation of previously funded dollars. The
amended budget for the 2011 -2012 Annual Action Plan is as follows:
3. 1. 1. Planning and Administration $ 25, 315
3. 1. 3. Chester Pruitt Enrichment Program $ 18, 985
3. 1. 4. S4P Synergy Food Pantry $ 19, 750

3. 1. 2. World Changers* $ 10, 517
3. 1. 2. Blight Remediation Program* $ 19, 483
Indicates projects that were affected by the amendments to the 2011 -2012 Annual
Action Plan
4. RECOMMENDATION:
4. 1. Staff respectfully recommends City Council adoption of Resolution 2012 -21 to amend
the CDBG Annual Action Plan for FY 2011 -2012.
