YR Acting City Manager e az X City of Fort Walton Beach T" 105 Miracle Strip Parkway SW 0 Fort Walton Beach, FL 32548 z RE: City of Fort Walton Beach Florida Project Pump Station No. 1 and Storage Tank Review of Bids FWB Bid No. 12 -028 HMM Project No. 299802 Dear Mr. Beedic: Our firm has reviewed the six ( 6) bids that were received for the above referenced project, on the morning of August 22, 2012, .as indicated on the enclosed Summary of Bids Received Form. At this time, the apparent low bidder for the project is Wharton- Smith, Inc. of Sanford, FL with an apparent low base bid total of $6,342,000.00. Wharton - Smith, Inc. did offer alternate bids for two items. The first alternate bid item was for the Contractor to furnish one 1) additional pump for a total of $100,000.00. The second alternate bid item was for the Contractor to provide a full warranty for six ( 6) years or 24,000hrs for pumps in lieu of four ( 4) years specified for a total additional cost of 25, 000.00. These alternate bid items are cost effective and provide value to the City for additional protection of critical equipment at PS -1. Batch Mott MacDonald does not have experience working with Wharton- Smith, Inc. However, their experience and reference projects submitted meet the requirements of the Contract Documents. HMM did contact the references provided to verify their satisfactory completion of the work indicated. All references were positive. Subject to concurrence from the Board Attorney and confirmation of the availability of funds, HMM recommends that a Contract be awarded to the apparent low bidder, Wharton- Smith, Inc., for the base bid amount and also for both alternate bid items described above, in the total contract amount of $6,467, 000.00. City Council of Fort Walton Beach ENGINEERING & UTILITY SERVICES MEMORANDUM To: Michael D. Beedie, City Manager From: Michael Beedie, Engineering & Utility Services Director Date: September 11, 2012 Subject: LMS Plan Annual Update 1. BACKGROUND: 1. 1. This item is provided for information purposes only. 1. 2. The City of Fort Walton Beach participates in the Federal Emergency Management Agency' s ( FEMA) Community Rating System ( CRS) for the National Flood Insurance Program. Essentially, through governmental efforts to mitigate local hazards, the community residents become eligible for flood discounts. As of the latest cycle, the City' s CRS rating of 6 now provides a 20% flood insurance discount for special flood hazard areas. 2. DISCUSSION: 2. 1. One requirement for the CRS rating is that " an annual report on evaluating progress toward implementing the action plan' s objectives and/ or recommendations of the area analyses" be " submitted to the governing body, released to the media, made available to the public, and included as part of the community' s annual recertification." This agenda item, which provides the attached Status of Plan Implementation report, dated September 1, 2010, satisfies that requirement. The Status of Plan Implementation report was prepared by the Okaloosa County Comprehensive Plan/ Local Mitigation Strategy Committee, which is a multijurisdictional body ( including the City of Fort Walton Beach) having the responsibility for preparing that report. 3. FINANCIAL INFORMATION: 3. 1. The only financial impact to the City is to " receive" this report in order to gain points towards the CRS Program in order to receive a discount on flood insurance. 4. RECOMMENDATION: 4. 1. No action by the City Council is necessary; the only requirement is for the City Council to receive this item as information and document that receipt in the meeting minutes.
