MEMORANDUM

From: Jeff Peters, Recreational and Cultural Services Director
Date: September 11, 2012
Subject: Okaloosa County Library Cooperative Agreement
1. BACKGROUND:
1. l The terms of the agreement among the members of the Okaloosa County Public Library
Cooperative ( OCPLC) are set out primarily in the organization' s Interlocal Agreement.
1. 2 The State Aid to Libraries grant program requires that the new Interlocal Agreement be
on file with signatures with the State Library by October 1, 2012.
2. DISCUSSION:
2. 1 This year's proposed Interlocal Agreement will be in force for one ( 1) year, plus three
months, in order to allow more time for consideration and submission to the State
Library. The next agreement will be considered in January 2014.
2. 2 The first five years of the cooperative were outlined in a five -year agreement. The
financial uncertainty of recent years has made shorter terms necessary. Other changes
include re- wording of some sections to agree with the OCPLC Board Bylaws and the
inclusion of a Memorandum of Understanding ( Appendix B) to identify the Board' s
fiscal -agent responsibility.
2. 3 Allocation of County funds to the participating cities is determined by applying a
formula based on previous -year expenditures and library-use statistics, which is
included in the Agreement.
3. FINANCIAL INFORMATION:
3. 1 The County has allocated $513, 600 in support of library services.
3. 2 The City's portion of this allocation is $ 70, 861. Last year's allocation was $ 76, 017. 41.
The decrease is due to a 4% reduction in overall funding from the County. Other factors
such as a relative decrease in library funding by the City also play a part.
4. RECOMMENDATION:
4. 1 Staff respectfully requests City Council approval of the proposed OCPLC Interlocal
Agreement as written and submitted by the OCPLC Governing Board.
