BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: November 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jason Autrey
SUBJECT: Payment for Waste Tire Removal
DEPARTMENT: Public Works
BCC DISTRICT: All
STATEMENT OF ISSUE: Contract C05-1115-PW for waste tire removal expired on
September 30, 2014. As a new contract has not been established to provide these services, Little
Tire Hauling has continued to perform the necessary services in accordance with the prior
contract. The request is being made to authorize payment to Little Tire Hauling for services
rendered beyond the term of the contract.
BACKGROUND: Okaloosa County has utilized the services of Little Tire Hauling for several
years to manage the hauling and disposal of waste tires generated by residents, businesses, and
Fleet Operations. A request for proposals to perform waste tire hauling services was advertised
on-line prior to the expiration of the current contract and unfortunately there were no responses.
Vendors were apparently unaware of the advertisement. In response, staff has re-advertised the
request for quotes and specifically notified three vendors that provide this service in this region.
This request for quotes is due October 31, 2014.
In the meantime the County continues to have a need for waste tire disposal in order to remain
compliant with Florida Department of Environmental Protection regulations. Little Tire Hauling
has agreed to continue performing the services at the past contract rate, however authorization
from the Board of County Commissioners is required since the original contract has lapsed.
Staff is requesting authorization to pay any and all invoices provided by Little Tire Hauling
subsequent to October 1, 2014 at the original contract rate ($110 per ton for hauling and
disposal) until a new contract is prepared and authorized. On average the cost for this service is
approximately $1,000 per month; it is anticipated that a new waste tire removal contract will be
in place within three months.
We are requesting authorization to pay any and all invoices provided by Little Tire Hauling
subsequent to October 1, 2014 at the price of $110 per ton for hauling and disposal until a new
contract, based on the quotes received on Oct 31, is prepared. The annual amount estimated for
the cost of waste tire management is $12,000.
OPTIONS: Approve/Disapprove authorization for payment of invoices from Little Tire Hauling
for services performed subsequent to October 1, 2014 for waste tire hauling removal until such
time that a new contract for the same services is approved by the Board of County
Commissioners.
RECOMMENDATIONS: Approve authorization for payment of invoices from Little Tire
Hauling for services performed subsequent to October 1, 2014 for waste tire removal until such
time that a new contract for the same services is approved by the Board of County
Commissioners.
