Mr. Sunil Harman, A.A.E., [AP
Airports Director, Okaloosa County
Northwest Florida Regional Airport
State Road 85 North
Eglin AFB, FL 32542
Subject: Okaloosa County
General Services Contract C04-1104 AP
Airport Management Resources, Inc.
Dear Mr. Harman:
The above contract by and between Okaloosa County (“County”) and Airport Management
Resources, Inc. (“AMRI”) will expire September 30, 2013. AMRI currently has several
outstanding Task Orders for projects issued under this contract which will not be concluded until
sometime in fiscal year 2014, including Task Order 32 for PFC Application No. 13-06-C-00-VPS.
Task Order 32 most likely will not be completed until on or about April 30, 2014, when FAA is
expected to issue its Final Agency Decision and the County will notify the air carriers of approval
and collection requirements.
We understand that the Airports Department will be seeking approval from the Board of
Commissioners to have the County’s Purchasing Department issue a Request for Qualifications
(“RFQ”) for a new contract for financial and business consulting services for its Airports, Since I
am planning to retire sometime later in 2014, AMRI will not be submitting qualifications under this
RFQ. We believe it would be best for the County to select a new financial/business consulting firm
to serve its needs over the next 5 years and have this firm work with AMRI, if the County desires us
to do so, to transition into our current role with the Airports Department, particularly our role at the
Northwest Florida Regional Airport.
We would suggest that when you seek authorization from the Board of Commissioners for the
Purchasing Department to formulate and issue the proposed RFQ for a new financial/business
consulting service contract for the Airports Department you also consider requesting authorization
to extend AMRI’s existing contract through May 1, 2014. This would enable us to complete task
orders already under way under our contract, provide interim services and help you transition to a
new consultant.

new firm as smooth as possible.
