BUILDING HEIGHTS-MPB Consideration of a request to direct the Municipal Planning Board to prepare the necessary Land Development Code amendments to ensure that maximum building heights in the City do not impact the mission of Eglin Air Force Base. If approved, staff will develop ordinance amendments to the Land Development Code which will be presented at a future date, to the MPB for review and then to Council for approval. The CDS Director gave an overview of the height issue and presented an analysis of existing building heights with data and maps supplied by the Air Force. Discussion ensued regarding the Presidio site and that it has an active building permit and a 150- foot building will be there within the year. Also discussed was the vacant lot between 200 West and Presidio site and that the Air Force could study the site and advise if a structure of 150 feet in that location would impact their mission. Mr. Tucker moved to direct the Municipal Planning Board to prepare the necessary Land Development Code amendments to ensure that maximum building heights in the City do not impact the mission of Eglin Air Force Base. If approved, staff will develop ordinance amendments to the Land Development Code which will be presented at a future date, to the MPB for review and then to Council for approval. Mr. Minich seconded motion. 20 o o 10/ 25/ 05 BUILDING HEIGHTS ( CO NT) Discussion included the importance of supporting the mission of Eglin by not developing a building over 150- feet in the vacant lot between 200 West and the Presidio site; that the citizens are concerned about the height of buildings in the City; and that the height issue has been discussed for months and it is time to direct the MPB to take action. Mr. Tucker called the question and the motion carried by a vote of 4 to 3 with Holmes, Campbell, Tucker, and Minich In favor and Patterson, Pullen, and Hartwell opposed. PROPOSED POND AT VESTA LAKE PROPERTY Consideration of a request to convert the property known as Parcel # 2, Lot 9, Block 9 of the Vesta Heights Subdivision 4th Addition to a stormwater holding pond. This property currently serves as a stormwater runoff collection point and buffer to the surrounding residential properties. John Hofstad, Utilities Director, discussed the request to convert the property into a holding pond, and the issues that would have to be addressed, including permitting requirements, adjoining property owner concurrence, pedestrian access, and flood control to name a few. Mr. Hofstad advised if was Staff's opinion that a stormwater holding pond would not be in the best interest of the City, as it would recreate problems the City sought to correct when the drainage system was converted from open ditch to a piped system. Dr. Pullen moved to place this item on the agenda of the Water's Edge Committee to work out the details for a watershed development and possible partial restoration ofthe lake. Mr. Hartwell seconded motion. The City Attorney stated her feeling that the authority of the Waters Edge Ad Hoc Committee is being exceeded, as she recalled they are not vested to give recommendations on inland I~ waterways or stormwater runoff issues. Charlene Greenwald, 104 Jet Drive, member of the Waters Edge Ad Hoc Committee, stated she recalled the authority of the committee did include all waters to include the beach area, sound area, or inland areas, but she did not know about stormwater runoff issues. The City Manager clarified that the area in question is not an existing lake or existing inland waterway, and if it is going to be referred to the Waters Edge Committee, may not meet the requirements as it is a stormwater drainage area. Dr. Pullen informed that there is a recorded plat map that lists the area as a lake. The Mayor called for the vote on the motion and it carried by a vote of 4 to 3 with Patterson, Tucker, Pullen, and Hartwell in favor and Holmes, Campbell, and Minich opposed.
