No site visits or meetings will be held with regulatory agencies and potential reclaimed
water users/ customers.
Opinions of cost prepared, and any resulting conclusions on project financial or
economic feasibility or funding requirements, are prepared for guidance in project
evaluation and implementation from the information available at the time of the
estimate. All opinions of cost prepared for this master plan are considered to be Class 5
cost estimates. A Class 5 cost estimate is typically used at the conceptual or facility
planning level and has a level of accuracy ranging from - 30 percent to + 50 percent,
based on the American Association of Cost Engineers (RACE) industry standards. The
final costs to implement recommended RWS improvements and resulting feasibility will
depend on actual labor and material costs, competitive market conditions, actual site
conditions, final project scope, implementation schedule, continuity of personnel and
engineering, and other variable factors. As a result, the final project costs will vary from
the estimates. Because of these factors, project feasibility, benefit/ cost ratios, risks, and
funding needs must be carefully reviewed prior to making specific financial decisions or
establishing project budgets to help ensure proper project evaluation and adequate
funding.
No surveying, water quality sampling, or subsurface investigations will be performed.
Preliminary assessments of potential supplemental water supplies will be conducted
using readily available existing data.
Current, available aerial and topographic mapping as provide by the City or from other
sources is sufficient for this project.
More detailed master planning, permitting, rate option analyses, identification of
alternative funding sources, or final design services are not included in this scope of
work.
Scope of Work for Task 3 includes participation in and coordination with other tasks to
obtain information necessary to conduct the financial analysis.
Obligations of the City
The City shall provide CH2M HILL with the following items for completion of the above
scope of work:
Staff attendance at workshops and meetings

timeliness, and completeness of the information provided by the City.
The City will examine CH2M HILL's studies, reports, and drawings, and render in
writing to CH2M HILL decisions required on this project in a timely manner. The City
will provide comments to CH2M HILL within seven (7) days of issuance of draft
deliverables and reports.
