Mearns, City Manager From: Michael D. Beedie, P. E., Engineering & Utility Services Director Date: August 3, 2010 Subject: General Consulting Task Order for Reclaimed Water System Feasibility Study 1. BACKGROUND: 1. 1 On January 12, 2010, City Council awarded General Consulting Contracts to three consulting firms: Hatch Mott MacDonald, CH2M HILL, and Goodwyn, Mills and Cawood, Inc. 1. 2 In Section 287. 055( 2)( g) of the Florida Statutes, a continuing contract is defined as " a contract for professional services entered into accordance with all the procedures of this act ( Consultants' Competitive Negotiations Act) between an agency and a firm whereby the firm provides professional services to the agency for projects in which the estimated construction cost of each individual project under the contract does not exceed $ 2 million, for study activity if the fee for professional services for each individual study under the contract does not exceed $ 200, 000, or for work of a specified nature as outlined in the contract required by the agency, with the contract being for a fixed term or with no time limitation except that the contract must provide a termination clause. Firms providing professional services under continuing contracts shall not be required to bid against one another ". 1. 3 The City currently operates a reclaimed water system in the Golf Club area that is used to irrigate the Golf Club property at an average daily flow of 1. 55 million gallons per day. With the recent Interlocal Agreement between the City and Okaloosa County for the County to provide wastewater treatment services, the County is required to provide the necessary reclaimed water for the Golf Club area. 1. 4 In the FY 2006 -07 budget, $ 35, 000 was allocated to fund an update to the City' s Reclaimed Water Master Plan. However, since FY 2006 -07, the City has undergone major changes to the reclaimed water system. 1. 4. 1 Over the past three to four years, the City has expanded the reclaimed water system in both the Golf Club area and the Commerce and Technology Park area through the use of grant funding with a $ 200,000 FDEP Legislative Grant to extend a new reclaimed water main along the north side of Lewis Turner Boulevard and a $ 1, 200, 000 grant from a Florida Defense Infrastructure Grant to 19 install the first phase of a new reclaimed water main from the Hurlburt Field WWTP into the Commerce and Technology Park area. 1. 4. 2 The City has applied for both a State Revolving Fund loan through FDEP and a Defense Infrastructure Grant with assistance from the Economic Development Council. to fund the remaining phases of the Hurlburt Field reclaimed water main. 2. DISCUSSION: 2. 1 The City contacted C142M HILL to provide a budget, scope, and schedule to complete a Reclaimed Water Master Plan & Feasibility Study. Because of the recent expansions of the City' s reclaimed water system and the future possibility of expanding the County' s reclaimed water treatment facilities, the City is exploring the possibility of establishing a reclaimed water service area and utility to deliver reclaimed water to a variety of customers in the service area. CH2M HILL has proposed a scope of work that will provide a basis to determine if it is in the City' s best interest to move forward with a more detailed reclaimed water master planning effort to implement a reclaimed water utility. The scope of work, along with the budget for each task, includes the following tasks: 2. 1. 1 Task 1— Project Planning, Chartering and Data Collection ( Not to exceed 14, 000): CH2M HILL will develop a detailed work plan, conceptual reclaimed water system alternatives, and collect and review available data from City staff related to the reclaimed water system. 2. 1. 2 Task 2 -- Reclaimed Water Service Area Infrastructure Conceptual Plan and Cost Estimates ( Not to Exceed $ 21, 000): CH2M HILL will develop the concept for delivering reclaimed water to customers within the proposed reclaimed water service area in order to perform a preliminary financial analysis. 2. 1. 3 Task 3 -- Financial Feasibility Analysis (Not to Exceed $ 9, 000): CH2M HILL will prepare a financial analysis with one possible rate option to determine the financial feasibility of a reclaimed water utility. 2. 1. 4 Task 4 -- Prepare Feasibility Summary (Not to Exceed $ 6, 000): CH2M HILL will develop a draft and final Reclaimed Water System Feasibility Study report that details the findings of the study. 2. 2 The proposed schedule for the project estimates approximately 22 weeks for completion. 3. FINANCIAL INFORMATION: 3. 1 To complete all of the tasks of the Reclaimed Water System Feasibility Study as defined in the Scope of Services, CH2M HILL has proposed a not to exceed fee of $50, 000. 3. 2 The $ 35, 000 that was originally allocated in the FY 2006 -07 budget has been rolled back into the Utilities Net Assets. A budget amendment from the Utilities Net Assets will be 20 necessary to allocate the funding to complete this project. Funding will be placed in CIP 5396 —Reuse Water System. 4. RECOMMENDATION: 4. 1 Staff requests City Council authorization for the City Manager to execute a Task Order with CH2M HILL of Pensacola, Florida to complete a Reclaimed Water System Feasibility Study for a not to exceed amount of $50, 000. A budget amendment from Utilities Net Assets to allocate the funding for this project will also be completed. 5. ATTACHMENTS: 5. 1 Task Order for Reclaimed Water System Feasibility Study 6.
