CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: November 20, 2007
TO: Joyce Shanahan, City Manager
FROM: Mike Dutton, Fire Chief ~
SUBJECT: Request for Budget Amendment to Purchase Vehicle
BACKGROUND: A 2000 Chevrolet Impala was acquired by the City through the
Drug Seizure Program" administered by the Poliee Department. The vehicle,
2481, remained part ofPD' s assets and saw limited service until 2006. In an effort
to save the City money and at the same time reduce an aging Deet
: of staff cars the
Fire Department took possession of #2481 in August of last year and assigned it to
the Fire Marshal, Jackie Hart.
C Over the past four months this vehicle has developed a tendency to not start.Despite
a tremendous effort by our Fleet Maintenance Division to " troubleshoot" the
malfunction, and that included a diagnostic trip to our local dealer, we have been
unable to determine what is causing the problem. These breakdowns have become a
source of embarrassment and frustration to the City, the Fire Department, and
especially the Fire Marshal. When the vehicle has to be towed in Chief Hart must
then look for a temporary replacement or loaner from another Department. This
has become extremely difficult since the Police Department has gone to its " take
home" program; consequently there are no " loaners" left to borrow.
DISCUSSION: Th1JS far the Police Department has put 58, 050.92 into this vehicle
from June of 2004 until August of 2006. The fire Department has spent 52, 667.56 on
2481 over the past fourteen months for a total of 510, 718.48. This is for an auto
that has a Blue Book Value of 55, 900. 00. There is little doubt that this vehicle needs
to be replaced. This has been validated by our Fleet Maintenance Supervisor who
has signed off on its non- repairable status.
The Fire Department, like all other entities that fall under the General Fund, is
already operating with an exceptionally tight budget where there is simply DO excess
funding avallable to replace this automobile. To obtain the most cost effective
vehicle would be to purchase a new truck similar to the ones being used in CDS for
511, 772. 00.

RECOMMENDATION: Staff recommends that the City Council approve an
amendment to the Fire Department Budget to reflect an additional amount not to
exceed 512, 000.00 to purchase a vehicle for the Fire Marshal. If
approved there is
sufficient funds in Contingency until the amendment is formalized.
