Dear Mr. Stage:
Bids for Construct Airport Air Traffic Control Tower and Related Work were opened July 15, 2015 at
2:00 P.M. at 302 N. Wilson St. Crestview, FL 32536. Three bid packages were submitted. Following the
bid opening, RS&H reviewed each of three bids submitted and the associated documentation required as
part of the bids. A complete tabulation of the bid submittal is attached for your reference.
The scope of the project is generally defined as a the construction of a new five story air traffic control tower
and associated grading, drainage improvements, utility installation, and roadway construction. The access
road will be constructed southeast and northeast sides of Runway 14-32 and connect to Airport Road north
of the intersection of Airport Road and Indian Bayou Trail and extend to the new Air Traffic Control Tower
northeast of Taxiway E. The new road will have security access at airport road in addition to additional
security access around the Air Traffic Control Tower.
The bidder’s proposals were submitted under five (5) bid schedules listed as follows:

Lump sum schedule that included the construction of the air traffic control tower structure and

Bid Analysis:
The apparent low bidder is EMR, Inc. (Environmental Management Resources of Washington, Inc.) with
the following bid totals:
Local Office: Corporate Office:

Bid Alternate E: $ 304,050.00
Bid Alternate F: $ 105,000.00

The submitted total bid of $4,824,940.00 is 2.7% above the Engineer’s Estimate of Probable Construction
Cost of $4,699,430.00. Pricing from the bidders was competitive and was within the expectations of the
Engineer’s Estimate of Probable Construction Cost. We believe EMR, Inc.’s unit prices are reasonable and
constitute a balanced bid. EMR, Inc.’s bid forms were properly completed and no mathematical errors were
found in their proposal forms.
I spoke with Mr. James Foster from EMR July 22, 2015 to confirm subcontractor firms and Disadvantage
Business Enterprise (DBE) participation. Mr. Foster confirmed EMR’s commitment to meet and exceed the
County’s 4.13% DBE goal. See attached Proposal Forms 18 and 19.
The proposal of EMR, Inc. notes in excess of 20 years of experience as a General Contractor in the State
of Florida. EMR manages approximately $25M of construction work annually from their Niceville, Florida
office. EMR listed numerous relevant project examples in the proposal package, including renovation of
the NAS Jacksonville Airport Traffic Control Tower Building 118. They have local experience working on
renovation, replacement and sitework projects in Pensacola, FL and Eglin Air Force Base. They also have
extensive Department of Defense building project experience. Based upon independent performance
evaluations provided with the bid package, EMR completed high quality projects on-time and in a
professional manner.
Enclosed is the detailed bid tabulation of the submitted proposals for your review. RS&H has reviewed all
bids for conformity to contract requirements. Two of the three bid forms contained mathematical (rounding)
errors (noted on the bid tabulation). Below is a summary of the bid tabulation of the three bids:
Bid Submitted Total Bid Amount - Tabulated
EMR, Inc. $4,824,940.00
Lord and Son Construction, Inc. $5,043,786.63
Cathey Construction & Dev. LLC $5,568,454.50
Recommendation:
As a result of the evaluations noted above, we take no exceptions to EMR, Inc.’s ability to perform this
project based on the submitted information. RS&H recommends that the construction contract be awarded
to EMR, Inc. in the amount of $4,824,924.00, subject to legal and financial review and approval by the
Okaloosa County Board of County Commissioners.
I noted above, a copy of the bid tabulation package and DBE Proposal Forms attached for your review and
use. If you have any questions, please contact me at (904) 256-2192.
Sincerely,
Brad Wente, PE
Project Manager
