oh that's July, she probably wasn' t at the
meeting. What Ms. Carnley would typically do is have a laundry list so to speak of items that would be
necessary prior to the issuance of a building permit. And because the plans that we had were so
incomplete as far as all the other systems, structural, mechanical, electrical, plumbing, it was very difficult
to give a real accurate technical review of the permit itself, of the site plan itself. So she would give them
a laundry list of things that she would need prior to the issuance of a permit and basically that's what is
reflected in her memorandum. And basically that is what would be required prior to a building permit
being issued.
City Attorney - did she actually, again, was she at the February meeting of the DRC?
Malcolm Foley - give me one second, I'm sorry this is a rather large file, Linda was not present at the
meeting.
City Attorney - was she at the July meeting?

MUNICIPAL PLANNING BOARD MEETING 10- 2- 08
Malcolm Foley - she was not at the July meeting.
City Attorney - okay thank you.
Malcolm Foley - could I ask a question?
City Attorney - could I finish first? Does anyone on the Board have questions for any of these DRC
members? Okay, Mr. Wilson I've got yours next.
Sam Wilson, Stormwater Superintendent
City Attorney - is that the same job you had in July 14th?
Sam Wilson - no it is not, I was the Environmental Specialist
City Attorney - and the memorandum that's dated July 14, that's the DRC memo that you submitted for
the committee?
Sam Wilson - I don' t believe it' s the original DRC memo, I believe it's closer to building permit.
City Attorney - what do you mean by that?
Sam Wilson - we gothrough the Development Review Committee and we submit one notification
through that process and then as the program moves further along we submit final comments closer to the
building permit.
City Attorney - and have your comments been addressed in the application that' s under review?
Sam Wilson - yes
City Attorney - okay thank you. Mr. Hart.
Jackie Hart, Fire Marshall for the City of Fort Walton Beach. I don' t think all of my, my stuff's not in
there
City Attorney - that was going to be my question, do we have a copy of his for the record? Okay, the
memorandum she is handing out is dated February 4, 2008. Is that your review of the plans?
Jackie Hart - yes
City Attorney - did you attend the meeting in February?
Jackie Hart - yes
City Attorney - how about in July?
Jackie Hart - yes

MUNICIPAL PLANNING BOARD MEETING 10- 2- 08
City Attorney - and the concerns that you had in the memorandum, are they addressed as far as you
know?
Jackie Hart - yes
City Attorney - okay, thank you. Now Mr. Foley you had a question, I guess that's of the Board or of me
or of the applicant?
Mr. Foley - no
City Attorney - madam Chair, if you could call for public questions of any of the DRC members.
Janet Wilson - okay, does public member have a question for any member of the DRC? Nope, okay.
City Attorney - thank you
Darrell White - does this other memorandum have to be addressed, one of 7- 14- 08
City Attorney - I'm sorry, who' s
Darrell White - to Scott Jenkins
Janet Wilson - that was the one that was from Mr. Wilson
City Attorney - I think we' ve covered them all
Janet Wilson - are there any final comments before we go to the Board? Mr. Steams?
Al Steams - now the process that we just went through with ( tape changed to side 2) DRC members, is
this what you alluded to in the very beginning as a relationship of perhaps a question that was raised by
one of the City Council members about public meetings of the DRC?
City Attorney - I will say it this way, answer that this way, that there' s been a question raised regarding
the Sunshine Law and the DRC and, therefore, we are attempting a cure by having them here, they
presented their memos in person, they' ve been available for questions. So that' s how we' re addressing it
for this proj ect.
Al Steams - this is not the long- term fix or remedy for this then, this is just to get us through this
particular development order the way to take care of
City Attorney - that's right because as everyone has said, it's been a while and we certainly didn' t want
any other delays
Al Steams - thank you very much
Janet Wilson - any other questions, comments? Alright we' ll close it now and go to the Board.
