BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 6, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Information related to the Crestview Courthouse DEPARTMENT: Public Works BCC DISTRICT: All STATEMENT OF ISSUE: Recent complaints have been provided by staff that work full time within various portions of the Crestview Courthouse which have prompted staff to perform an in- depth air quality and building analysis. Results of the study indicate that abatement for mold and asbestos are appropriate. Considering the findings of the analysis, staff has accelerated efforts to remodel/reconstruct the courthouse and that includes a faster vacation of the existing facility. Staff has prepared options for the Board to consider and provide further direction. BACKGROUND: Built in the 1950’s the Crestview Courthouse has served as the primary judicial facility for 60 years. Recent complaints regarding odors and potential airborne illnesses prompted staff to have an in-depth assessment performed. In summary, the assessment identified a concentration of molds that are of concern under prolonged exposure. To prevent exposure to employees regularly stationed in the building a relocation plan has been developed. Staff has worked closely with Judicial personnel, the Clerk of the Courts and impacted Department Directors/Managers to best address the relocation needs. A proposed relocation plan has been identified that will utilize available facilities, serve the citizens of Okaloosa County and minimize spending. Once the Crestview Courthouse is vacated remediation efforts can then proceed. Because of the presence of mold (and confirmed, limited asbestos) staff has talked with the Contractor (Ajax) about what approaches are available to properly remediate the building. Two concepts have been developed and will be presented to the BCC for further discussion/direction. Included with each project approach is the certainty that abatement of the facility will be required prior to any renovation work being completed; this cost was not contemplated in prior renovation estimates. Representatives from the project design team (Sam Marshall Architects and Ajax) will describe the available options, timing impacts and funding implications. OPTIONS: Staff seeks direction/approval on the relocation plan and Crestview Courthouse renovation direction.
