Toni L.Craig Page 12 11/8/ 2005 City of Fort Walton Beach Memorandum To: Joyce Shanahan, City Manager From: Thomas Murray, Public Works Director Date: December 5, 2006 Subject: City Council Workshop Proposed Brooks Bridge Parking Lot Backeround: In FY 04- 05, the City created CIP 5361 for the Brooks Bridge Parking Lot, within the CRA Fund. The project was funded at $ 88, 000. In FY 04- 05, $ 4, 500 was spent for surveying leaving a current balance of$ 83, 500. The project objective was to create a public parking lot and increase available off-street parking. To date, the CDS Department has laid out the most feasible parking lot orientation and developed a conceptual site plan and Public Works has prepared a cost estimate. At this stage of the project, CDS is preparing to turn the project over to Public Works for execution. However, the project cost is very high for a small increase in parking. Therefore, Staff desires to discuss this project at a Council Workshop and obtain Council direction to either proceed with the project or cancel it. The attached drawing details the project area, conceptual site plan, State ROW, and the Pat' s Bait and Tackle property. Discussion: There are several issues to consider, including: Cost Based on the conceptual site plan, the estimated cost is $ 105, 300, with the following breakdown: Paving $ 57,200 Lighting 21, 500 IrrigationlDrainage 12, 300 Landscaping 14.200 Total $ 105, 300 The cost estimate is based on a proportionately similar scope of work as compared to the 2001 Municipal Parking Lot project at 207 Miracle Strip Parkway, SE, with the costs escalated to 2007 values. Page 1 qfLf The paving scope includes constructing the new parking lot and reconstructing the existing parking lot to make it more compatible with the new area. The lighting scope includes significant lighting throughout the project area. The irrigation/drainage scope includes irrigation to support landscaping in the project area and accommodate the site' s stormwater management demands. This will involve modifications to the bridge drainage, which currently just discharges down into the proposed parking lot through several ports through the bridge decking. The landscaping scope includes sufficient landscaping to beautify the project area and make it attractive. Property Ownership The properties affected by this project are owned by the State of Florida and the Neil A. & Barbara Bennett Trust (Pat's Bait and Tackle property). Based on information from the Okaloosa Property Appraiser' s Office and the State of Florida, the majority of the Pat' s Bait and Tackle existing parking lot is actually on State property and a portion of the new construction area is on Pat's Bait and Tackle property. Leases with FDOT and the Pat's Bait and Tackle property owner would be necessary. Access In order to provide safe vehicle access to the parking lot, driveways cannot be allowed along the curved portion of Brooks Street. Therefore, the parking lot entrance would be shared with the south Pat's Bait and Tackle entrance. ofParking Spaces Based on the conceptual site plan, the proposed project has a net gain of 11 parking spaces: 12 new parking spaces on State ROWand one less space in the existing parking lot. In order to provide reasonable vehicle circulation, the existing parking used for Pat' s Bait and Tackle would be reduced from 7 parking spaces to 6. The existing boat/trailer parking space would be relocated and still be available. The number of new parking spaces is low because of the limited accessible area under the bridge, particularly due to the structural bridge columns. Cost per Parldnf!Space Considering all 19 parking spaces, the project cost per parking space is $ 5, 542. Considering only the net gain of 11 parking spaces, the project cost per parking space is $9,573. Safety This parking lot location is somewhat remote and hidden, presenting concerns for public safety. Additionally, while proposed crosswalks are shown on the site plan, there is a strong likelihood that pedestrians will cross Brooks Street within its curved portion, which is not safe for pedestrian passage. Page 2 Utilities Conflicts Numerous utilities are located under the bridge that will need to be relocated or protected. Drainage As mentioned in the Cost section, the bridge drainage would need modification to prevent damage/ injury from drainage pouring freely from above onto the parking lot. Standard retention basin( s) would also be incorporated into the landscaping layout. Recommendation: Considering the extremely high cost of the project, the site' s remote location for a public parking lot, and other pending funding needs within the CRA area, Staff recommends the City Council cancel this Brooks Bridge Parking Lot CIP 5361 and make the funding available for other CRA projects.
