Have a Good New Year, Dr. Pullen 12/28/ 2006 CITY OF FORT WALTON BEACH, FLORIDA MEMORANDUM DATE: January 4, 2007 TO: Joyce Shanahan, City Manager FROM: Lisa Absher, Finance DirectorV SUBJECT: . Student Fees for Golf and Tennis In response to your request, the following information is provided: The City of Fort Walton Beach' s Comprehensive Fee Schedule sets fees for both the Tennis Center and Golf Club by City Council Resolution. Copies of the sections addressing fees for youth rates for use of the Tennis Center and Golf Club are highlighted and attached. Tennis Center The Tennis Center has youth and student membership fees, youth daily court fees, and per- student fees for school activities held at the Center. The Tennis Center is used by Liza Jackson Middle School, Bruner Middle School, St. Mary' s Middle School, and Fort Walton Beach High School as their " home courts." If the student does not playing have a youth or student annual membership, then already the team is charged on a per- student basis. For example, a student resident either tax) for unlimited play pays $ 55. 00 for an annual membership, or $ 21. 00 ( including during the school tennis season ( 3 months). Based on my interviews with Staff, it appears the Tennis Center is diligent about collecting playing fees from the youth participants as best possible. The Tennis Center does not collect fees from " teams" when playing against these " home court" visiting teams. The Tennis Center is operated under a contractual agreement. This Agreement includes language that all fees are set by City Council. The Agreement does provide some latitude for setting lesser rates for the contractor' s employee play. Golf Club The Golf Club has junior rates for 9- and 18- hole play, and tournament play. The 9- and 18- hole play is a reduced rate, for youth under age 17, for restricted times during the week: Monday - Thursday after 12 noon. Youth players are not required to have a current membership with the Golf Club to use this reduced rate for this restricted time. Youth play outside of this restricted time is at the normal rates. charged For example, if the youth plays 18- holes on Tuesdays after 2: 00 p. m., no membership is required and the fee is $ 13. 00. If the youth plays 18- holes on Saturday, regular rates would apply like an adult, for example: a non- member would pay $ 25. 00, etc. Most youth that play regularly have a membership, usually as a subsequent dependent 50. 00 annual cost). The City' s Golf Club is the " home course" for the teams from Pryor Middle School, St. Mary' s Middle School, Bruner Middle School, Liza Jackson Middle School, and both the girls and boys' teams from Choctawhatchee High School and Fort Walton Beach High School. The middle school season is March- April. The high school season is during the Fall. It is usual for these teams to practice or play four ( 4) days per week during their season. These teams use one course ( leaving the other course for regular Member play) and utilize the chipping, putting and driving facilities. These activities are used with no charge to the players and Coaches. Visiting teams playing matches are not charged fees for using the course. Any play outside of the practice or matches is charged fees accordingly. It is my understanding from Staff that this " free" play for teams is used to promote Golf to youth. Resolution 97- 0 provides Rules and Regulations for the Golf Course. Section K of this Resolution provides " no charge" play for school teams on official practice and match days. Please let me know if you have any questions, or need further information.
